This position is located in the Bureau of Global Public Affairs, Office of the Executive Director, Human Resources Division (GPA/EX/HR). The incumbent serves the Lead Human Resources Specialist responsible for overseeing and directing a broad range of Human Resources (HR) program for both Civil Service and Foreign Service with a particular focus on staffing, classification, performance management, position management, and employee relations.
Duties
Responsible for the development and evaluation of subordinate staff, the delegation and prioritizing of work for the team, as well and monitoring progress being made to meeting milestones and deadlines.
Provides input in the planning and coordination of work, identifying needs, proposing and executing special projects, reviewing work and providing technical guidance to employees within area of assignment.
Ensures compliance of and monitors timeliness associated with existing Service Level Agreements. Assures that support and assistance provided and/or receive is of the quality and aggressiveness that satisfy the needs of management.
Serves as subject matter expert providing advice on matters pertaining to regulations, policies and procedures governing a wide range of Civil Service and Foreign Service human resources functions and activities

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience with leading teams that perform work in the following functional areas recruitment and staffing, position classification, performance management, benefits, incentives and position management.
Experience analyzing complex HR issues and providing advice to management and recommends solutions to major problems in all phases of the HR management program.
Experience development, interpreting, and adapting new or revised methods affecting various HR programs.
There is no substitute of education for specialized experience for the GS-14 position.
