Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Field Operations, San Juan Field Office, Mission Support Division, located in San Juan, Puerto Rico.
Duties
This position will allow you to use your expertise in administration to oversee the implementation of programs and policies related to Workforce Management. This position starts at a salary of $59,966.00 (GS-09, Step 1) to $94,317.00 (GS-11, Step 10) with promotion potential to $113,047.00 (GS-12 Step 10).

In this position, you will strengthen the Department's ability to protect the homeland by becoming a valuable member of a team of administrative professionals working with a variety of programs in support of the workforce management mission and managing one or more program segments. Your job will include:
Analyzing the table of organization and managing staffing levels.
Providing expert level advice to management and staff in the following programs but not limited to: worker's compensation, awards, bargaining union agreement, performance management, retirement, pay, and leave issues.
Consulting with program staff regarding a wide range of administrative concepts, laws, policies, practices and analytical methods to address technical issues or problems.
Analyzing, formulating, recommending and implementing projects.
Researching and advising on staffing policy, programs, initiatives, and recommending changes to improve service.
Qualifications

Experience: You qualify for the GS-09 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Assisting in maintaining the Field Office Table of Organization; ensuring positions are accurately recorded and that on board data is kept up to date.
Gathering data on projected turnover, losses, program changes, etc., and assisting with development and coordination of recruitment plans for backfills.
Assisting in monitoring employment levels and advises senior field management on the status of recruitment efforts.
Assisting in providing advice involving program issues to the senior executive staff within the field office.
Experience: You qualify for the GS-11 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Reviewing staffing levels, computing attrition rates, and taking corrective action to resolve errors.
Assisting with a variety of programs in support of the workforce management and managing programs such as awards, workers compensation, performance management.
Performing a wide range of administrative and analytical duties required to develop and implement workforce management programs.
Providing employee performance award and appraisal guidance.
Assisting the executive staff in the development of field office policy and recommending changes to improve service.
Education Substitution:
GS-09: Successful completion of a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in any field, or a L.L.B. or J.D. for the experience required at the GS-9 grade level. Such education must have been obtained in an accredited college or university. Check with your school to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester or 54 quarter hours. You are required to submit proof of your claim.
GS-11: Successful completion of a Ph.D. or an equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in any field, or L.L.M for the experience required at the GS-11 grade level. Such education must have been obtained in an accredited college or university. Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester or 81 quarter hours. You are required to submit proof of your claim.
Combining Education and Experience: To combine your education and experience, you must convert each to a percentage, and then add the percentages. The combined total of your percentage of education and experience must equal at least 100% in order to qualify. If your education is currently described in quarter hours, convert the quarter hours into semester hours by multiplying the quarter hours by the fraction 2/3. To calculate your percentage of graduate education, divide the number of graduate semester hours in excess of the amount required for the next lower grade level, by 18. To determine your percentage of qualifying experience, you must divide your total number of months of qualifying experience by the required number of months of experience. Add your percentages of education and experience. The two percentages must total at least 100%.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 03/11/2024.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. Working for the U.S. Government as a federal civilian or as a member of the military

Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment.
