This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serve as Budget Analyst, Resources Division, Program, Resources and Analysis Directorate, Office of the Chief Information Officer (SAIS-PRR) performing the planning, programming, budgeting, and execution (PPBE) functions for the Directorate's requirements and projects.

Duties

Assist in all phases of planning, analysis, formulation, justification, presentation, execution and review of the single and multi-year budgets for assigned projects. Plan, organize and execute the annual and multi-year programming and budgeting functions to support functions and activities related to the Army's information technology portfolio. Integrate, review, and correlate all budgets and funding activities within the assigned programs. Review, analyze, edit, compile, and consolidate Cyber Activities and IT (IT/CA) budget submission data and necessary justifications to support current and multi-year budgetary requirements. Provide budgetary and fiscal advice to staff and managers to meet organizational mission goals. Monitor obligations, expenditures, and resources associated with the entire Army IT portfolio. Make recommendations based on resource analysis on potential programmatic or budget impacts for current year of execution, budget year, or Future Years Defense Plan (FYDP). Provide analysis of financial program accomplishments, funding requirements, and resource utilization for Chief Information Officer (CIO) priorities outside of the IT/CA budget or planning, programming, budgeting, and execution (PPBE) processes.

  • Must be able to obtain and maintain a Top Secret security clearance.
  • One year trial/probationary period may be required.
  • This position is a Testing Designated Position subject to applicant testing and random drug testing. Selectees will be required to sign DA Form 5019 requiring participation in random drug urinalysis testing.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position.
  • Incumbent may be subject to short notice recall during crisis situations and irregular work hours, including weekends and holidays. Overtime/shift work may be required.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-11 Specialized Experience: One year of specialized experience which includes 1) monitoring program changes, goals, objectives, and regulations in areas such as: budget formulation, and/or budget execution; 2) evaluating continual changes in program plans and funding and their effect on financial and budget program milestones; and 3) analyzing financial and budgetary relationships to develop recommendations for financial and/or budgetary actions under these types of conditions and time pressures. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09) or industry equivalent. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.) GS-13 Specialized Experience: One year of specialized experience which includes 1) formulating, planning, and/or developing budget estimates in conjunction with approved and planned programs; 2) providing budgetary and fiscal advice to staff and managers to meet organizational mission goals; and 3) interpreting and assessing the impact of new and revised Congressional legislation on the formulation and execution of budgets and programmatic changes. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12) or industry equivalent.
