The position is assigned to Tucson Passport Center, Passport Services Directorate, Bureau of Consular Affairs (CA/PPT/TPC). The incumbent serves as a Passport Personalization Specialist with responsibility for providing analysis, advice, and operational oversight of the personalization of travel documents for U.S. citizens including Passports, Passport Cards, Overseas Photo-Digitized Passports, Consular Reports of Birth Abroad, and Border Crossing Cards (BCC) for citizens of Mexico.
Duties
Provides oversight of the personalization of Passports, Passport Cards, Overseas Photo-Digitized Passports, Consular Reports of Birth Abroad, and Border Crossing Cards by the Department for the U.S. Government (USG).
Plans and coordinates efforts that facilitate mutually supportive working relationships between CA/PPT headquarters, the passport agencies and centers, and Consular Officers or their representatives at missions abroad.
Reviews and analyzes on an on-going basis, the manufacturing processes and internal and external procedures associated with the centralized personalization of travel documents.
Recommends, develops, and monitors specific strategies, goals, and objectives to increase productivity, reduce rejects, and streamline personalization processes.
Plans and carries out a full range of analyses and assessments to increase and streamline productivity.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.
- This position requires shift work. Personnel move between shifts as required.
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
GS-12: Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience providing advice and assistance to passport agencies and centers on travel document personalization operations, methods, and processes.
Experience with legal and regulatory provisions governing U.S. citizenship and nationality.
There is no substitute of education for specialized experience for the GS-12 position.
GS-13: Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience developing and implementing policies and operating procedures governing the passport personalization process and related passport services.
Experience managing process improvement and contract monitoring projects to maximize efficiency, increase production output, minimize rejects, and verify adherence to quality plans and internal control requirements.
There is no substitute of education for specialized experience for the GS-13 position.
