This position is located at the National Nuclear Security Administration (NNSA) Livermore Field Office (LFO) at the Lawrence Livermore National Laboratory (LLNL). The incumbent serves as a Program Manager, providing high level and authoritative programmatic oversight and engineering expertise pertinent to NNSA Defense Nuclear Nonproliferation (DNN), Counterterrorism, and Counter-proliferation programs.

SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level (NN-02 or GS-11) in the Federal service. Specialized experience for this position is defined as: knowledge and skill in application of advanced theories, principles, concepts and methods of mathematics and multiple engineering disciplines, to include aerospace, chemical, civil, computer, electrical, mechanical, and nuclear engineering, and multiple physical science disciplines including chemistry, materials science, and physics; knowledge of nuclear nonproliferation, counter-terrorism, and counter-proliferation activities, policies, and budgets with in-depth technical and policy understanding of the NNSA's mission to prevent, counter, and respond to nuclear threats and radiological terrorism; and knowledge of the NNSA Planning, Programming, Budgeting and Evaluation process. Examples of Specialized Experience: Providing program support to Field Office and Program Office management on material security, proliferation and nuclear detection research and development, and nonproliferation and arms control programs. Providing program support to Field Office and Program Office management on nuclear incident policy and cooperation, nuclear threat science, nuclear forensics, and nuclear incident response programs. Executing programmatic priorities in strategic documents such as the Nuclear Posture Review, and the Prevent, Counter, Respond - National Nuclear Security Administration's Plan to Reduce Global Nuclear Threats. Leading or participating in integrated project teams to address complex issues and enable nuclear nonproliferation, counterterrorism, or counterproliferation program activities. Evaluating and effectively communicating (both verbally and written) with senior management on nuclear nonproliferation, counterterrorism, or counterproliferation program activities, issues, and performance. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP candidates: To be considered "well qualified" you must meet all of the requirements as described in this section. If you are eligible for career transition assistance plans such as ICTAP or CTAP, you must meet the definition of "well qualified" which is defined as having a score of 85 or better.

Education

All applicants must meet the basic requirements of the General Engineer/Physical Science occupational series.

For Professional, Scientific and Engineering Positions:
Transcripts or other proof of required education MUST be included in application package, including if qualifying on the basis of an alternate method, i.e., professional license, you must submit official documentation to support your claim with your application package.

Engineering (801) -
Degree: professional engineering. The curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

Combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. There are alternate methods to meeting the engineering educational requirement (e.g., holding current professional engineering registration, having passed the EIT examination, or having completed specified academic courses or a related degree). Physical Scientist (1301)- Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics OR Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
