In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for All Professional Engineering Positions positions located here SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-03, to the next to lower grade GS-13 or equivalent in the Federal Service. Specialized experience must include: Highly desired graduation of a military test pilot school, Highly desired prior teaching experience, Highly desired Flight Test Conductor and/or Test Director experience, Highly desired to be an internationally recognized flight test technical expert as evident through participation with professional organizations such as SFTE, SETP, AIAA, ITEA, etc.; Highly desired ability to meet USAF flying class III physical requirements including the ability to fly ejection seat aircraft. Flight Sciences Tech Expert Serves as the top education advisor and senior technical consultant to the TPS Commandant and the Technical Director on the Flight Sciences series of instruction. The Flight Sciences series consists of academic lectures, laboratories, simulators, and flights covering Atmospheric Flight Mechanics, Flight Control Systems, Handling Qualities, and Envelope Expansion. Oversees the re-integration of the X-62A VISTA (following its latest hardware and software upgrade) into the Flight Sciences curriculum while also participating in advanced flight control and autonomy algorithm research and development. Develops an integrated sUAS curriculum at TPS including academics and hands-on exercises/flights. Develops curriculum content and hands-on exercises for emerging Flight Sciences topics such as increased autonomy, AI/ML controls, Collaborative Combat Aircraft control, etc. Test Foundations Tech Expert Serves as the top education advisor and senior technical consultant to the TPS Commandant and the Technical Director on the Test Foundations series of instruction. The Test Foundations series covers the core concepts of Test that are applied across all domains, ensuring that students graduate with the skillset to successfully execute flight test AND a proper mindset supported by a broad experience base, equipping graduates to exercise positive influence on future test programs. For Test Foundations, this includes fundamental Test Conduct principles and the lifecycle test project elements of Planning, Execution, Analysis, and Reporting. Oversees the development and implementation of the TPS Test Management Projects, Capstone Qualitative Evaluation events, and both the Flight Test Comprehensive Written and Comprehensive Oral exams. Sets the academic requirements, learning objectives, and reporting standards for the Qualitative Evaluation program, ensuring students graduate from TPS with an appropriately diverse experience set in a wide range of aircraft. Develop a comprehensive curriculum addressing the fundamentals of Data Science. KNOWLEDGE, SKILLS AND ABILITIES: Ability to conduct ground and live-flight instruction of technical theory, Modeling and simulation, test planning, test conduct, coordination and supervision, data analysis and evaluation, technical reporting, and administrative aspects of test programs. This includes classroom lectures, simulator sessions, laboratory exercises, test briefings/debriefings, and airborne/live-fly instruction. Provides the technical expertise, corporate knowledge, and long-term continuity for all series academic course material, ground instructional events (simulators, laboratories, ground test), and in-flight instructional methods taught by the USAF TPS. Defines, integrates, and implements curriculum development and strategic initiatives for a graduate-level educational program to ensure the TPS curriculum includes state-of-the-art test technology and continues to advance new concepts in flight testing and flight test education, test and safety planning, data collection and analysis, and reporting. Teaches academic courses, leads simulator and/or laboratory sessions, and conducts control room and in-flight instruction. Analyzes and evaluates a student's progress relative to syllabus objectives. Represents TPS and the AFTC as a recognized Flight Test Technical Expert at national and international symposia and conferences. Acts as technical and/or safety advisor, subject matter expert, and/or report reviewer for AFMC, DoD, NASA, other government agencies, and allied nations as required.

Education

Basic Requirements: Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT) 1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) 2examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not allinclusive.) Note: An applicant who meets the basic requirements as specified in A or B above, except as noted under B.1., may qualify for positions in any branch of engineering unless selective factors indicate otherwise.
