The Office of the Director of National Intelligence (ODNI) Directorate for Mission Integration (MI) creates a consistent and holistic view of intelligence from collection to analysis and serves as the Director of National Intelligence's (DNI) principal advisor on all aspects of intelligence. MI integrates mission capabilities, informs enterprise resource and policy decisions, and ensures the delivery of timely, objective, accurate, and relevant intelligence.

Duties

ODNI established the Office of Economic Security and Emerging Technologies (OESET) in response to increasing demand for improved intelligence on the application of disruptive technologies and related global supply chains. Improved IC posture in this area is critical to enabling the whole-of-government response that maintains United States' economic and technological competitive advantage and ensures U.S. access to goods and services central to its national security. Lead the integration of the Intelligence Community (IC) on Economic Security and Emerging Technology issues, with a focus on strategic competition, including in the fields of microelectronics, AI, Biotech, and next generation energy power and storage technologies, as well as the application of economic statecraft tools including sanctions, export controls, and investment screening regimes. In concert with OESET leadership, serve as a primary advisor to the DNI and ADDNI/Mission Integration on Economic Security and Emerging Technology issues, including preparing them for policy meetings and foreign and domestic engagements. Ensure that high-quality talking points and supporting materials are delivered in a timely manner. Guide development of strategic plans, evaluation of plan effectiveness and IC performance, and development of performance and resource recommendations to support the IC's overall attainment of the U.S. Government's strategic objectives. Drive the development and implementation of the Unified Intelligence Strategy (UIS) and programs to enhance intelligence collection and analysis and improve tradecraft and integration across the IC. Set collection, analysis, and intelligence operations priorities for the mission. Influence and inform IC policy, resource management, technology and data and human capital efforts within relevant mission spaces to ensure the IC's ability to meet mission demands. Manage and set integrated national analytic and collection priorities in accordance with the National Intelligence Priorities Framework (NIPF) and in consultation with the National Security Council Staff. Perform personnel management responsibilities including for three Deputy NIMs with a focus on building a high performance, diverse, and inclusive workforce; promote team building and a collaborative work environment; ensure goals and performance objectives are understood; assess performance and provide timely feedback, recognition, and remediation. Brief senior IC and policy officials, Congressional members and other major stakeholders on Economic Security-related analytic and collection enterprise issues and emerging trends. Maintain effective and collegial working relationships with other NIM teams and ODNI counterparts to develop innovative approaches, and provide structured recommendations focused on advancing integrated analysis and collection activities. Promote a "One IC" culture that values diversity across organizational boundaries to accomplish a common mission. Lead, manage and drive the ODNI core values of Commitment, Courage and Collaboration, and lead through example to ensure the efficient use of personnel and funding resources while maintaining ODNI commitment to diversity and opportunity.

Qualifications

Mandatory Requirements: Expert knowledge of IC structures, capabilities, operational mechanisms, and ability to anticipate issues relevant to analysis of economic security and emerging technologies. Expert knowledge of IC policy and budget processes, particularly related to Economic Security or Emerging Technologies. Expert knowledge of at least one of the relevant mission areas (strategic competition, investment security, illicit finance, energy security, sanctions, export controls, digital assets, critical disruptive technologies, or telecommunications). Superior analytical and critical thinking skills, including the ability to think strategically and identify needs, requirements, and develop innovative recommendations and solutions for improvement. Superior oral and written communication skills including the ability to clearly convey complex information and technical data to all levels of management, and to edit talking points and other inputs for senior leaders. Innovative and results-oriented leadership within the IC advancing intelligence integration for Emerging & Disruptive Technologies or Economic issues. Experience representing the IC in engagements with the White House, departments and agencies, Congress, or industry. Superior interpersonal skills and the ability to build consensus, work effectively and independently, and influence key stakeholders to build a broad coalition promoting an interagency and national approach to intelligence integration; proven ability to work with senior officials, to build and sustain professional networks in a diverse, fast-paced, multi-task environment, and to manage competing priorities. Desired Requirements: Expert negotiation, influencing, and conflict management skills; comprehensive ability to resolve complex, cross-component and cross-program issues; superior project leadership skills. Expert ability to provide strategic and tactical planning that pertain to personnel and budget policies, regulations, and the development and execution of the best business practice methodologies. Bachelor's degree or equivalent experience as determined by mission specialty area.
