About the Position: Serves as project manager responsible for overall project planning, execution, control and closure of civil works projects associated with flood risk management, navigation, hydropower, environmental, recreation, disaster response and recovery, work for others, water supply, special projects and other civil works related activities.
Duties
As a Life-Cycle Project Manager you will manage the planning, scoping, development, design, construction, and direction of important civil works, inter-agency, and inter-governmental projects.
Work collaboratively across functionally diverse teams to develop solutions to technically complex water resource problems and engineering challenges.
Oversee project planning, execution, control and closure of civil works projects associated with flood risk management, navigation, hydropower, ecosystem restoration, water supply, and other water resource related missions.
Coordinate planning, design, cost-engineering, construction, and environmental restoration, etc. for engineering projects of substantial scope and complexity.
Control and manage project milestones and budgets from planning through construction and initial operations.
Facilitate development of resource loaded schedules, monitor project performance using Earned Value Management (EVM) metrics, analyze financial data using Automated Information Systems, and support formulation of risk-informed decisions.
Lead project delivery teams (PDTs) and manage resources in planning, engineering, contracting, construction, real estate and other supporting activities with delegated decision authority to meet project objectives.
Foster positive working relationships internally while serving as the District's primary point-of-contact for assigned projects.

Specialized Experience for GS-12: One year of specialized experience which includes project management for one or more civil works projects under life cycle project management system. Assist in the planning and oversight of cost and schedule execution of the planning, design and construction of project in coordination with other functional elements. Assist in the evaluation of the status of project against established milestones and objectives to assure the attainment of goals and objectives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
