The Office of Inspector General at the Department of Transportation (DOT) is looking for the best and the brightest Human Resources Specialist to work with our managers in developing a high performance organization. Duties

Provides consultative and advisory services in the following human resources programs: disciplinary and adverse actions, telework and leave administration, reasonable accommodations, performance management, Alternative Dispute Resolution (ADR), performance management, Civility, Diversity, and Inclusion (CDI), workplace disputes, and administrative grievances. Applies employee relations principles, practices, legal and regulatory requirements, and analytical skills sufficient to advise management about appropriate corrective techniques that are responsive to a range of conduct and performance problems. Identifies and seeks guidance on fitness for duty, medical related matters, and entitlements under the Family and Medical Leave Act (FMLA).

Qualifications

To meet the minimum qualifications for this position, you must meet the SPECIALIZED EXPERIENCE qualifications for the grade(s) at which you are requesting consideration. Applicants must meet qualification requirements by the closing date of this announcement.  Specialized Experience: Examples of specialized experience may include; providing managers with interpretations of employee relations procedures, practices, policies, and guidelines when the issues involved are new, highly controversial, precedent setting and/or involve more than one area of Human Resources policy. You may qualify at the GS-13 level, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Administering an Agency Employee Management Relations (EMR) program. Providing quick and accurate assessments of the climate and conditions of specific problems or situations due to the complex and time sensitive mission of the Agency. Providing expert technical guidance and advice on grievances, appeals, disciplinary actions, adverse actions, and employee-management issues. Interpreting agency's employee relations policies, procedures and guidelines. Individual must also demonstrate in their resume they have experience in each of the four competencies listed below. Employee Relations - Knowledge of laws, rules, regulations, case law, principles, and practices related to employee conduct, performance, and dispute resolution. Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Oral Communication:  Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to non-verbal cues, and responds appropriately. Decision Making: Makes sound, well-informed, and objective decisions; perceives the impact and implications of decisions, commits to action, even in uncertain situations, to accomplish organizational goals; causes change. Personnel and Human Resources: Knowledge of disciplinary and performance-based actions, reasonable accommodations, employee relations, and Federal, state and local employment laws. Technical Competence (EEO/ADR): Ability to interpret complex legislative, regulatory, and policy guidance governing Federal human resources management and program administration related to Equal Employment Opportunity and Alternative Dispute Resolution.  Customer Service: Works with clients and customers (that is, any individuals who use or receive the services or work products that your organization produces, including individuals who work in the agency, other agencies, or organizations outside the government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations, knows about available products and services, is committed to providing quality products and services. CANDIDATES WHO DO NOT MEET THIS REQUIREMENT WILL AUTOMATICALLY BE FOUND INELIGIBLE FOR THE POSITION. There are no substitutions of experience for education at this grade level.
