This position is located in the Office of the Deputy Secretary for Management and Resources (D-MR). The Deputy Secretary of State for Management and Resources serves as Chief Operating Officer of the Department. In this position, you will serve as a Staff Assistant with responsibility for coordinating and assisting in the accomplishment of complex administrative operational issues, processes, and business needs.

Duties

Manages the various operational support activities of the entire organization to include developing processes and procedures to conduct and coordinate all management issues. Reviews important matters requiring the personal attention of the Deputy Secretary and members of his/her staff; analyzes a wide variety of proposals and policy recommendations, office correspondence, reports, and other documents. Carries out special assignments which require a high degree of tact and diplomacy and a comprehensive knowledge of the operations of the Department. Liaises with senior officials of the Department and other governmental agencies. Prepares both oral and narrative written reports outlining areas of concern and recommended remediation to share with senior Department leadership. Regularly revises reports to reflect ongoing changes in policy, procedure, and customer needs. Develops multi-year plans for upgrading and expanding organizational capacity, and use of innovative technologies. Develops short-term and long-term project objectives, including management plans, advises senior leadership on their implementation.

Requirements

  • U.S. Citizenship is required.
  • Incumbent will be subject to random drug testing.
  • Must be able to obtain and maintain a Top Secret security clearance.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience managing all administrative and operational activities for an organization. Experience analyzing and evaluating program operations and resolving issues related to workflow. Experience supporting and collaborating with high-ranking officials of the Department and other government agencies as a representative of the Front Office and liaison to office leadership. Experience developing administrative processes and procedures. There is no substitute of education for specialized experience for the GS-13 position.
