The primary purpose of this position is to serve as a first level supervisor, providing, planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Law Office Management Division. This position assists the Senior Deputy General Counsel in overseeing the and running of the day-to-day legal operations of the NGB-GC.
Duties
Plans, organizes, and directs the activities of Law Office Management Division, ensuring that LOMD complies with legal and regulatory requirements and meets customer needs. Manages the legal operations of the NGB GC on behalf of the NGB General Counsel and Principal Deputy General Counsel.
Exercises supervisory personnel management responsibilities. Provides oversight and supervision of the NGB Law Office Management Division and provides supports and training for the SVC program and mission. Support Senior Deputy General Counsel (SDGC) and Principal Deputy General Counsel (PDGC) in their role of providing direct supervision and mentorship to the Deputy General Counsels.
Provide all elements of NGB leadership with legal advice, planning and policy recommendations based on a working knowledge of the myriad areas of the law that bear upon the operations of the DoD, its military departments, the NGB, and the National Guards of the 54 states, territories, and the District of Columbia.

- Employee must be able to obtain and maintain an appropriate security clearance.
- Employee must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth.
- Employee must adhere to the Air Force and Army Rules of Professional Conduct.
- Employee may be required to file an Office of Government Ethics (OGE) Form 450, Confidential Financial Disclosure Report, upon appointment and annually thereafter
- This is a Centrally Managed position
- A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications
GENERAL REQUIREMENTS:
You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).
In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status.
Specialized Experience: In addition to the basic requirement: you must have professional legal experience in excess of three (3) years that commensurate with the position's duties and responsibilities.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert professional knowledge of laws, regulations, principles, procedures, and policies relevant to the utilization and operations of the National Guard, covering a wide spectrum of legal areas including but not limited to contracts, fiscal, employment, litigation, administrative, information privacy, military justice and special victim's advocacy programs, and military training and operations.
2. Expert professional knowledge of the relationship between the National Guard of the 54 states and territories, the National Guard Bureau, the Department of Defense, the Department of the Air Force, the Department of the Army, Congress, and other Federal agencies.
3. Expert knowledge of resource of resource management, including budget and contracting officer responsibilities.
4. Skill in performing legal research using electronic and traditional methods. Skill in recognizing and analyzing key legal issues in a factual situation and applying well-reasoned analysis to make arguments and reach clear, concise conclusions. Skill in communicating complex legal issues clearly, concisely, and effectively, both orally and in writing.
5. Ability to analyze complaints to identify relevant issues, to analyze evidence, and to draw sound conclusions to make appropriate recommendations. Ability to research legal issues, analyze complex factual situations in light of general legal principles and prepare written legal opinions. Ability to creatively to openly identify and implement efficient streamlined legally defensible solutions and document into best practices and for continuity purposes.
6. Ability to communicate effectively with a diverse group of individuals, in and outside the legal profession, both orally and in writing, in both formal and informal settings. Ability to lead civilian and military subordinates, including the ability to supervise subordinate attorneys and provide extensive guidance in military justice procedure and policy and victims' rights.

Education
Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
