The position is at the full performance level located in the Health Administration Service at the Phoenix VA Medical Center (VAMC). The incumbent serves as the integrator that coordinates business processes and software functions. The incumbent of this position will provide continuous business oversight for a variety of software programs integral to the overall administration and operations of the business and effects programmatic changes at the facility level.
Duties
Duties include, but not limited to:
Designating and preparing data management analyses, special studies, and reports for use by top management for budget preparation, workload projections, and quality assurance and utilization reviews.
Incumbent works with OI&T to troubleshooting computer packages.
Organizes, compiles, summarizes, and analyzes the data collected and develops reports.
Resolves minor processing and equipment problems.
Responsible for assisting with the preparation and implementation of the business contingency plans for system failure.
Coordination and training for service and facility staff in business and functional areas for various information technology packages.
Work Schedule: Monday-Friday 7:30am-4:00pm or 8:00am-4:30pm, actual tour will be discussed during the interview process.
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/11/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analysis and interpretation of data; preparing reports; software programs, on-site education and training, and OI&T equipment replacement/installation. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or J.D., if related to the work of this position. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and progressively higher level graduate education.

Physical Requirements: Requires physical effort; incumbent may need to access systems and equipment that are in hard-to-reach places. Stands, stoops, bends, kneels, pushes, and works in tiring and uncomfortable positions. Frequently handles, lifts, carries, and sets up parts and equipment that weigh up to 23 kilograms (50 pounds). Occasionally, lifts and carry items that weigh over 23 kilograms (50 pounds).
