THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a CONTRACT SPECIALIST (TITLE 5), Position Description Number T0047000 and is part of the NC USPFO, National Guard (USPFONC-P&C DIV/ MD 162E-203).
Duties
As a CONTRACT SPECIALIST, GS-1102-12, you will plan the overall approach to meet contracting program objectives for a variety of requirements with multiple complexities; oversee the procurement of a wide variety of services, supplies, construction and architect and engineering; research, interprets, analyzes, and applies all regulations, business and industry practices, market trends, Government Accountability Office (GAO) and Comptroller General decisions, public law, case law, and precedents; execute post-award contract performance management actions on assigned contracts; appoint Contracting Officer Representatives (CORs) within delegated authority and manages the COR program as required; serve as business advisor to a wide range of customers; represent the interest of the organization in a professional manner in meetings and various contacts outside the agency on a variety of issues that often are not well defined; may serve as the primary or alternate Government Purchase Card (GPC) Agency/Organization Program Coordinator.
Requirements

- Participation in direct deposit is mandatory.
- Must meet DoD 5000.52-M requirements applicable to the duties of the position.
- Contracting Level I required within 24 months from assignment.
- Must meet the continuing acquisition education requirements IAW DoDI 5000.66 paragraph E2.2.8.
- Position is designated as Essential Personnel and may be subject to duty in
preparation for, or in response to, a state emergency or disaster declaration
- Required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
- Must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.
Qualifications
Minimum Requirements
A Bachelor's Degree from an accredited educational institution authorized to grant baccalaureate degrees.
GENERAL EXPERIENCE: Must have competent experiences that are commensurate/equivalent to the contracting program business with demonstrated understandings of the complex principles and concepts
SPECIALIZED EXPERIENCE: Must meet positive education requirement. Must have 1 year of specialized experiences at GS-11 level to qualify for initial hires and promotions. Applicant must have Level Two Certification awarded, and must have at least 12 months of broadening contracting experiences and competencies that provided an expanded expertise in contracting principles and procedures to include the following tasks: Developing and Negotiating Positions, Advanced Cost/Price Analysis, Contract Termination, and Procurement Policies.
