THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a SUPERVISORY CONTRACT SPECIALIST (TITLE 5), Position Description Number T0046000 and is part of the NC USPFO, National Guard (USPFO-P&C DIV / MD 162E-209).

Duties

As a SUPERVISORY CONTRACT SPECIALIST, GS-1102-13, you will plan work to be accomplished by the organization which consists of full-time civilian and military subordinates engaged in professional, technical and administrative contracting work. Independently decides how to accomplish goals within the framework of DoD, Department of the Army (DA) and National Guard Bureau (NGB) policies and regulations; responsible for significant funding levels and/or commitments extending over long periods of time; high visibility within the DoD (Congressional Notification Requirements) and/or the final contractual product with complex terms and conditions, sophisticated pricing/cost analysis and unique acquisition processes; evaluate work performance of subordinates; gives advice, counsel, or instruction to employees on both work and administrative matters; interview candidates for positions in the unit; recommends appointment, promotion, or reassignment to such positions; provide senior level operational contracting support advice and assistance; plans, requests and negotiates the acquisition of all necessary resources to support the Contracting Office and prepares input for annual budgets; develop detailed research, analysis, interpretation, and application of contracting support ensuring all requirements of law (statute and case law), executive orders, regulations, and all other applicable procedures, including clearances and approvals, have been met; manage, lead, perform and direct all compliance, e-business, and integration actions for effective cradle-to-grave, pre-award and post-award contracting functions to include, market research, acquisition planning, synopsis, solicitation, evaluation, costs/price analysis using or developing formal analysis tools such as regression analysis, negotiation, select contract type, contract formation, contract administration, payments and financing, intellectual property, government furnished property, fraud and ethical considerations, changes, disputes and claims, Government Accountability Office (GAO) protests, Agency protests, inspection, acceptance, warranty, Small Business Administration socioeconomic requirements, Department of Labor requirements (e.g., payroll audits, on-site labor category compliance), environmental agencies, and complex terms and conditions; lead statewide category management, strategic sourcing, and data analytics to improve total cost of ownership through disciplined data-driven requirements, and acquisition and cost management processes aligned with the NGB's resourcing strategy; convey contract guidance and advice through accurate interpretation of government contracting rules; establish procurement and contract goals, objectives, and data collection. Develops local contracting and Government Purchase Card (GPC) policy, operational guidance documents, and maintains higher echelon policies, planning, and concepts of support; exercise full management and line authority; exercise delegated managerial authority to develop and implement operational contracting support program goals and objectives; provide technical advice, instruction and counseling to subordinates on work performance and administrative matters; determine short and long-term budget requirements for employee development; work independently, or serves as team member/advisor, on process action teams, staff assistance visits, contracting studies and special projects; manage the administration and tracking of contracts; analyze contractor performance and makes recommendations for revisions as contracts proceed through the acquisition lifecycle; recommend solutions for post-award modifications/changes, settlement of claims and disputes, and terminations; provide advice regarding contract strategies to best accomplish the project acquisition plan; apply a mastery knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), Army Federal Acquisition Supplement (AFARS), NGB policy and other thousands of acquisition statutes, regulations, directives and procedures as well as business practices associated with DoD contracting; provide senior level expertise required in all operational phases; synchronize contracting functions and staff training across the ARNG and ANG; ensure operational contracting support is taken into consideration and applied appropriately during the planning and operational processes in support of force application, command and control, battlespace awareness, net-centric operations, force support and protection, building partnerships, corporate management and support, and logistics services or other functional areas that may face limited resources during military, federal or state operations; serve as GPC Delegating/Appointing Authority (DAA) for the ARNG and ANG; assign tasks for acquisition e-Business systems; oversee the management of the Contracting Officer Representative's (COR) program; perform other duties as assigned.

Requirements

  • Must meet DoD 5000.52-M requirements applicable to the duties of the position.
  • Contracting certification must be accomplished IAW DoDI 5000.66.
  • The incumbent must meet the continuing acquisition education, training and experience requirements IAW DoDI 5000.66.
  • Must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.
  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • In accordance with the Ethics in Government Act, 1978, incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • Must go through a Contracting Officer Review Board (CORB) prior to appointment and as a condition of employment must maintain a warrant.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
  • Males born after 31 December 1959 must be registered for Selective Service.

Qualifications

MINIMUM REQUIREMENT: Must have a Bachelor's Degree from an accredited educational institution. GENERAL EXPERIENCE: Must have experience in positions supporting competencies in business, finance, risk management, project management, or supply chain management. Experience must include competencies such as skill in collecting and analyzing data and the ability to communicate clearly and effectively and other professional competencies in procurement administration or purchase card management. SPECIALIZED EXPERIENCE: Must have one year of specialized experience at the GS-12 level that required a working knowledge of a wide variety of contracting methods and contract types to include the following: pre-award/post-award, contract price/cost analysis, acquisition planning, contract price, cost analysis/cost accounting techniques, comprehensive negotiation techniques, and a working knowledge of statutes and regulations as they apply to procurement functions. Any applicant selected will receive a tentative offer of appointment contingent upon passing a Contracting Officer Review Board (CORB) and obtaining a contracting warrant. CERTIFICATION: Must have Level 1, Defense Acquisition Workforce Improvement Act (DAWIA) Foundational Certification.
