This notice is issued under direct-hire authority in response to the Creating Helpful Incentives to Produce Semiconductors (CHIPS) Act of 2022 for which NIST has a critical hiring need. Duties

The Senior Advisor for Risk Policy, Portfolio, and Analytics is responsible for leading the development and application of the CHIPS Program Office (CPO) risk management frameworks, policies, and analytical tools and monitoring portfolio performance of CPO transactions, which could include grants, loans, and loan guarantees. The Senior Advisor works closely with senior leadership, including the Director of Risk Policy, Portfolio, and Analytics, Chief Risk Officer, Chief Investment Officer, and other senior leaders. Specifically, this includes: Leading the development and application of the CPO risk management frameworks, policies, and analytical tools (e.g., credit subsidy models, risk rating scorecards). Monitoring portfolio performance of CPO transactions, which could include grants, loans, and loan guarantees. Developing long-term portfolio monitoring policy, strategy, and processes. Employing strategic thinking and financial analysis in assessing transactions and complex scenarios. Assessing risks to CPO strategic goals, industry objectives, and overall portfolio performance goals. Producing and presenting transaction and portfolio-level risk assessments and reports to CPO senior leadership and governance committees.

Qualifications

Applicants must have one year of specialized experience equivalent to at least the GS-13 level (ZA-III at NIST) in the federal service. Specialized experience is defined as: Experience in credit analysis, loan underwriting, financial analysis, grants management, applicant reporting and monitoring, or enterprise risk management. Experience in developing and implementing risk management frameworks, policies, or analytical tools. Experience in project management, working collaboratively as a team, solving multi-faceted problems, and working with a broad range of stakeholders. Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
