This position is in the Office of Agency Management and Budget and sits within the immediate Office of the Assistant Secretary (OASVET) for Veterans' Employment and Training Service. The incumbent serves as an Executive Staff Assistant and supports the VETS, providing guidance and assistance on
a wide variety of assignments relative to the operational and management oversight responsibilities.
This position is outside the bargaining unit.

Duties
This position may be filled at the GS-12 or GS-13 grade level. The duties described below are at the full performance level; GS-13. If selected at the GS-12 grade level, the incumbent will serve in a developmental capacity. Individual assignments will typically be designed to introduce the incumbent to the full range of duties and responsibilities and will include ongoing training and instruction designed to develop in-depth knowledge. At the GS-13 grade level, some of your typical work assignments may include:
Review and analyze a variety of reports, publications, and other incoming correspondence prepared both by DOL entities and from outside the DOL for Executives within VETS to ensure they are accurately briefed on all urgent and important matters related to VETS front office functions.
Exercise control over the assigned Leadership's calendar and schedule, with complete authority for commitments of time.
Screen calls and visitors; answers most questions and complete most nontechnical matters involving established policy or administrative procedures without referring callers to Leadership.
Arrange and manage the official meetings with high-level executives, within and outside the Department, staff meetings, official commitments, and invitations, out-of-town travel, and itineraries for the Secretary and accompanying staff.
Develop and maintain a comprehensive information management system to assist Leadership in organizing their emails, correspondence, papers, and electronic filing in a manner consistent with Federal Recordkeeping requirements.

- Candidate required to obtain the necessary security/investigation level.
- Requires a probationary period if the requirement has not been met.
Qualifications
You must meet the Specialized Experience to qualify for Executive Staff Assistant, as described below.
For the GS-13: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-12 in the Federal Service.
For the GS-12: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-11 in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Qualifying specialized experience for GS-13 includes all of the following:
Experience providing executive-level administrative support to a member of senior management, or equivalent, through a wide variety of administrative, advisory, or analytical projects/assignments.
Experience developing correspondence, reports, briefings, and/or establishing technical guidance.
Experience identifying issues, determining possible solutions, making recommendations, and implementing changes and
Experience using scheduling programs, Outlook, and/or data processing functions.
Qualifying specialized experience for GS-12 includes all of the following:
Experience effectively communicating in both oral and written communication skills to prepare correspondence and communicate with the Assistant Secretary's customers and nationwide staff, external federal, state local, and international agencies, private and public organizations, and the general public. (for example PowerPoints and meeting notes)
Experience establishing and maintaining effective relationships with and to gain the confidence and cooperation of supervisors, managers, and employees at all levels and
Experience using scheduling programs, Outlook, data processing functions, and the ability to schedule meetings, conferences, and events.
