This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD workforce to recruit and appoint qualified candidates to positions in the competitive service. This position is also being advertised to status applicants on Announcement CERE248917147443 About the Position: Serves as technical planning leader and multi-disciplinary team member engaged in planning Federal Civil Works water resource projects.

Duties

Lead the formulation of the possible alternative water resources to be investigated to address water resource problems. Guide the determination of socio-economic, engineering, and environmental impacts and benefits of alternative plans. Author, review, and edit decision documents including reports for submittal to the Major Subordinate Command, higher headquarters, other agencies, and ultimately, Congress and the Office of Management and Budget. Establish and maintain effective working relationships with project sponsor(s), stakeholders, and fellow agencies concerned with water resources planning, management, and regulation for the study area. Arrange public meetings, workshops, and coordinates study committee meetings to facilitate full participation by the non-Federal sponsor(s), other agencies, groups, and individuals.

In order to qualify, you must meet the education and/or experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-11: Specialized Experience: One year of specialized experience which includes preparing initial data analysis for water resource problems; coordinating with other offices, including local, State and Federal representatives regarding water resource plans; coordinating the initial preparation of feasibility reports and work with Project Manager and Study Team on water resource project requirements for compliance. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: community planning, engineering, economics, physical science. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS12: Specialized Experience: One year of specialized experience which includes provide advice on several areas of urban planning and design; manage all aspects of various projects and programs; coordinate activities with other offices as an agency representative, including Federal, State and local; perform analysis and critiques of master plans and other projects; plans and recommend planning solutions; prepare and present written reports and recommendations on plan and project proposals in graphic form to various audiences through the application of established designs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
