About the Position: Serves as the Regional Technical Specialist (RTS) for flood risk management plan formulation, including structural and non-structural planning. This is a competitive upgrade to an encumbered position. Selectee remains at their current LRD District duty location, no vacancy exists. Relocation incentive not authorized.

Duties

Senior planner/technical reviewer with responsibility for completing major studies and assessments, as well as other types of socio-ecologic-analyses, which are critical to the planning and evaluation of civil works projects. Apply a range of planning project development, civil works, and water resource expertise utilizing knowledge and understanding of multiple disciplines needed for in depth analyses essential to development of studies and projects. Lead teams and provide technical leadership in flood risk Management plan formulation on the most complicated, local, regional, and nationally significant projects. Responsible for a broad range of activities and highly specialized flood risk mangementmanagement plan formulation functions concerning complex civil works watershed projects. Evaluate and resolve formulation and policy issues through discussions with HQ, MSC, Federal/non-Federal agencies, and Corps labs to determine if work is compliant, technically sound, and acceptable to a range of stakeholders with competing goals

In order to qualify, you must meet the basic education and specialized experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. In addition to meeting one of the basic qualifications referenced in the links below under Education, applicants must also meet specialized experience below to be considered qualified. Specialized Experience: At least one year specialized experience which includes providing technical and policy guidance for plan formulation and analysis of environmental effects related to flood risk management and watershed planning; Evaluating water resource recommendations and findings ensuring planning decisions are well founded and supported in consideration of uncertainty around information used; overseeing the preparation, execution and review of study findings, including interpretations, conclusions, and recommendations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12 or above). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: CommunicationsPlanning and EvaluatingProject ManagementScientific Research Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
