This position is located in the U.S. Department of Agriculture (USDA), Office of the Under Secretary of Trade and Foreign Agricultural Affairs (TFAA), U.S. Codex Office (USCO). The USCO is charged with leading the interagency U.S. Codex Program, which is an interagency partnership that engages stakeholders in advancing science-based food standards that protect the health of consumers and ensure fair practices in the food trade.
Duties
Leads interagency colleagues and coordinates with U.S. Codex Office colleagues on team efforts to formulate plans and procedures for accomplishing the U.S. Government’s objectives related to Codex.
Identifies issues, reviews current/historical documents and/or information, interviews and/or convenes officials, conducts analyses, and reports results.
Represents the United States government at Codex Committee meetings and in other international fora.
Provides the U.S. Codex Office and U.S. Codex Program stakeholders with accurate and reliable information, analyses, and advice on the intersection of U.S. food safety and trade policy interests.
Participates in development and implementation of strategies for international outreach activities, often leading components of one or several activities, to build the capacity of other countries to engage in Codex.
Provides effective oral and written communications that accurately reflect the policies and activities of the U.S. Codex Office.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions and specialized experience, as defined below.
Time in grade:
Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
Specialized Experience:
GS-14: One year of specialized experience, equivalent to the GS-13 Federal service or equivalent responsibility in the private sector/pay systems that has equipped the candidate with the particular competencies to successfully perform as a International Issues Analyst. For this position, specialized experience includes representing an organization in meetings with counterparts from national or international governments, industry and consumer group associations, private companies, and/or other government agencies on major issues in one or more of the following areas: food safety, fair trade, agriculture, nutrition, public health, animal health, international trade, or a closely related area.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
