The primary purpose of this position is to assist the Protocol Chief in the planning, managing and executing of all protocol support for the Eleventh Air Force, ALASKAN Command and Alaska NORAD Region.
Duties
1. As senior Specialist, leads the effort on protocol matters and is designated as primary project officer for Commander hosted events, distinguished visitors visits, tours, meetings, ceremonies, conferences and other Command sponsored events hosted at Join Base Elmendorf-Richardson, Alaska.
2. Implements ceremonial and protocol policy and procedural guidance for the Commander, Vice Commander, Chief of Staff, Command Chief Master Sergeant and Wing Commanders concerning proper protocol requirements for visiting dignitaries, military ceremonies, conferences, official meetings, briefings, etc.
3. Custodian of Eleventh Air Force Official Representation Funds (ORF), Pacific Air Forces Command allocated ORF, Special Morale and Welfare Funds (SM&W) and Operations and Maintenance (O&M) Funds.
4. Prepares presentations, briefings and special projects. Works independently on projects and uses own judgment in deciding between alternatives.
5. Assists in development of local policy and regulations for protocol activities as they apply to Join Base Elmendorf-Richardson.
Requirements
- U.S. Citizenship Required.
- Must be able to obtain and maintain a Secret security clearance.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
- Eligible for a Cost-of-Living-Allowance (COLA) which is subject to change without notice.
- Leave accrual may be authorized upon request.
- Superior Qualifications may be considered.
- Must hold a valid state driver's license or able and willing to obtain and maintain a valid state driver's license.
- PCS will NOT be paid.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
- Position not restricted to daytime duty. May occasionally required to work other than normal duty hours; may be required to work non-typical business hours. CONT'D
- CONT'D Employee may be required to host an evening function, such as a formal ceremony, military ball or distinguished visitor refueling event.
- Work often involves off-installation events such as downtown banquets, military formal functions, etc.
- Basic computer skill and knowledge, as well as office and tele-communicative skill preferred.
- Must carry a cell phone or similar device to support communication related to protocol duties.
- Requires ability to establish and maintain effective working relationships with diverse groups of leadership, clientele, business partners and customer base.
- This position is subject to provisions of the DoD Priority Placement Program.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes (1) applying concepts, principals and techniques to establish, implement and maintain a proactive protocol program; (2) utilizing knowledge of military traditions, ceremonial honors, courtesies, observances and etiquette, both military and civilian to include high level national and international military and civilian officials; (3) preparing complex protocol activities and to exceptionally diverse matters relating to protocol planning, management and utilization of protocol resources; (4) establishing and maintaining effective working relationships with groups interested in, or affected by, programs and policies; (5) working with budgetary rules and regulations to effectively manage and operate a distinctive variety of accounts and budgets.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 years of progressively higher level graduate education leading to a Ph.D. degree or LL.M., if related.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive knowledge of Air Force customs and courtesies, protocol procedures, itinerary development, etiquette standards, ceremonial events and military social functions.
2. Knowledge of, and ability to successfully apply international, national DoD and agency policy, practices and procedures to organize and oversee protocol events and provide advice on appropriateness of event preparations.
3. Detailed knowledge and thorough understanding of regulations and procedures affecting Official Representation Funds (ORF), Special Morale and Welfare (SM&W) Funds, and Operations and Maintenance (O&M) Funds and skill in applying basic resource, budget and funds management.
4. Skill in planning, organizing, presenting, and evaluating a wide variety of protocol related events.
5. Ability effectively guide and advise project officers and Command staff elements on all matters of protocol; ability to assign work to staff and assure completion of all assignments in accordance with proper protocol procedures.
6. Ability to effectively communicate at all levels, both orally and in writing, often with short suspense; knowledge of formal briefing preparation and presentation.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
