You will serve as a PUBLIC AFFAIRS SPECIALIST in the PUBLIC AFFAIRS DEPARTMENT (N00P) of CIVILIAN PERS SUPPORT STAFF.

Duties

You will write and edit written materials applying rules of composition, grammar, methods of presentation, proper organization, coherence, completeness, and consistency. You will convey information to audiences, including those with opposing viewpoints, to facilitate understanding and support of programs or projects. You will monitor internal and external relations to provide accurate and timely information on the activity's mission, policies, and programs. You will develop communication objectives, goals, and strategies based on organizational mission, objectives, and goals. You will collaborate with other military and community public affairs officers, business community, local media, and governmental agencies to develop clear and concise information for release to the public.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Planning new information materials such as news releases, quasi-technical articles, fact sheets, brochures, booklets, etc., that increase communication with audiences; 2) Analyzing facts and information program materials to offer recommendations for improving the delivery of information to the targeted audience; 3) Applying visual information methods and techniques using software (e.g. photo and video editing) for public affairs production; and 4) Interacting with public personnel including organizational personnel, media representatives, public officials and/or members of the general public. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
  • Ph.D. or equivalent doctoral degree, or
  • 3 full years of progressively higher-level graduate education leading to such a degree, or
  • LL.M., if related
