You will serve as a Supervisory Traffic Management Specialist in the Industrial Support Department, Advanced Traceability and Control (ATAC) Division of NAVSUP FLT LOGISTICS CNTR SAN DIEGO.

Duties

You will be responsible for receiving, screening, shipping, packaging, Electronic Retrograde Management System (eRMS) processing, and database entry for authorized customers. You will serve as a transportation team leader in conducting and assigning reviews, investigates and studies work methods, procedures, and operations relative to the transportation segment. You will establish procedures and controls to ensure responsive, efficient and cost-effective transportation of military assets and goods. You will advise, assist, and provide WSS, contractors, carriers and regulatory bodies, directions on transportation matters. You will apply technical knowledge on freight transportation rules and regulations for the transportation of material and equipment.

  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level GS-9 or pay band in the federal service or equivalent experience in the private or public sector applying an expert knowledge of traffic management and transportation policies, principles, and methodologies in all areas of Advance Traceability and Control (ATAC) relating to the shipment of materials worldwide in support of military operations. Specialized experience must reflect experience with all aspects of traffic management functions including joint transportation policies, regulations, instructions, operating practices of commercial carriers including carriers equipment, traffic patterns, security requirements, packing and loading methods, as well as, demonstrating a thorough knowledge of DoD Supply and transportation regulations, policies and procedures, and instructions. Examples of specialized experience include: 1) Provide special, technical, advisory, and support services including the development and implementation of proposed, new and permanent policies and procedures; 2) Implement and coordinates transportation strategies and service utilizing Air Mobility Command (AMC) Commercial Air, Truck, and Sealift; 3) Provide advisory services and logistic support to global activities including those outside the area of responsibility; 4) Develop appropriate plans and procedures that ensure the safe, timely, and cost effectiveness of material shipment to worldwide destinations in support of deployed aircraft and ships as well as shore activities; 5) Perform independent studies and analyzes traffic systems and operations using a variety of methods, procedures, and systems; 6) Demonstrate a knowledge of Contracting Officer's Representative (COR) responsibilities and 7) Provide guidance to subordinates and reviewing work to be accomplished. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related
