You will serve as a Traffic Management Specialist in the Industrial Support Department, Advanced Traceability and Control (ATAC) Division of NAVSUP FLT LOGISTICS CNTR SAN DIEGO.

Duties

You will use job-relevant information systems and/or software applications, such as word processing, spreadsheets, automated research tools, database applications, and the Internet. You will clearly and effectively articulate, present, and promote ideas and issues (to include sensitive or controversial topics) before a wide range of audiences. You will monitor progress and evaluate outcomes to improve organizational efficiency and effectiveness. You will determine objectives, sets priorities, and ensure sound management processes and procedures are in place. You will identify and analyze problems, weigh relevance and accuracy of information, seek/generate and evaluate alternative perspectives/solutions; make timely/effective recommendations based on potential implications of findings and conclusions. You will develop policies, guidance and procedures for efficient and effective port operations, load planning, vehicle and equipment operations, packaging, and hazmat transportation, etc. using both government and commercial resources. You will forecast the requirements for transportation for shipping and receiving material. You will receive, store, issue and care for stock. You will identify opportunity to reduce total costs and increase service levels through consolidation or alternate transportation solutions.

  • You will be required to obtain and maintain a current Hazardous Material certification. A Hazardous Material Re-certification is required every two years.

  • This position requires occasional travel.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of Traffic Management Specialist experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public sector utilizing a variety of Defense Transportation Systems (DTS) such as eRMS, ETA-Global Freight Management (GFM), Financial Air Clearance Transportation System (FACTS), Government utilized US Banks billing system (Syncada), to provide transportation oversight for all CONUS and OCONUS ATAC transportation operations in support of homeported or deployed Navy/Marines/Air Force/Army/Coast Guard units/activities, Foreign Military Sales, and Commercial Repair Vendors, Commercial Asset Visibility and Non-Commercial Asset Visibility. Examples of specialized experience may include the following: 1) Performs in-depth research using regulatory rules, policies, and contract rates to resolve disputes with contractors for discrepant shipping costs; 2) Makes arrangements for the movement of Redistribution Order (RDO) materials and Aircraft Engines by all transportation modes using contracted Transportation Service Providers (TSPs) and military airlift; 3) Reviews shipping activity transportation requirements to determine the most efficient and economical method of transportation; such as Required Delivery Date (RDD), weight, dimensions, hazardous classification, sensitive item classification, customs requirement and specialized equipment requirement; 4) Justifies the use of government funds for transportation services; research all shipping addresses for pick-up and delivery location accuracy; and prepare Transportation Discrepancy Report (TDR) and pertinent correspondence relating to loss or damaged equipment; and 5) Communicates effectively, both orally and in writing to support various customers. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

master's or equivalent graduate degree

or

2 full years of progressively higher level graduate education leading to such a degree

or

LL.B. or J.D., if related
