This notice is issued under direct-hire authority in response to the Creating Helpful Incentives to Produce Semiconductors (CHIPS) Act of 2022 for which NIST has a critical hiring need. This announcement will close at 11:59 p.m. Eastern Time on the date the first 100 applications are received or 03/18/2024, whichever comes first.

Duties

Serves as a Project Manager in the CHIPS R&D Office. Leads the strategic development and execution of CHIPS R&D Program project plans, serving as a pivotal figure within the organization. Manages and consults on all aspects of the project lifecycle, from the initial conceptualization of project plans to the thorough evaluation of operational procedures, organizational workflows, and resource allocations. Collaborates with various program offices to ensure cohesive project delivery, aligning with organizational goals, budget constraints, contractual obligations, and policy requirements. In this role, you will: Develop, manage, and balance project plans, budgets, and managing implementation of projects, including assessing risk and develop appropriate mitigation strategies. Provide regular updates to respective CHIPSR&D, NIST, and Department of Commerce CHIPD leadership regarding the status of work projects, project deliverables, and review work products for completeness and technical accuracy. Interpret customer requirements into tangible and actionable project specifications, plans, and execution strategies.

Qualifications

Applicants must have one year of specialized experience equivalent to at least the GS-13 level (ZA-III at NIST) in the federal service. Specialized experience is defined as: Planning and implementing enterprise level programs or projects in the federal government; Recommending goals, strategies, policies, and plans required to meet objectives set by program agencies; AND Perform independent evaluations and reviews of project issues, risks, and impact. Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
