The primary purpose of this position is to serve as an independent planner for all resources planning and control through development of production processes, labor standards, methods time measurement (MTM) studies and material standards.
Duties
Applies basic industrial engineering processes to perform long-range pre-production planning for both prime support workload requirements relevant to depot maintenance.
Advisor to management, employing industrial engineering techniques and experience.
Evaluates project directives, technical orders and other applicable and defined data to determine extent of requirements, and deviations from standard procedure or processes.
Practices Air Force quality philosophy to ensure continuous process improvement and enhanced mission performance.
Complies with safety rules and procedures and performs work in a manner that enhances the safety of the work environment.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
This is a Maintenance Workforce Development Program (MWDP) Position. To be eligible, you MUST be a WG, WL, WS, or GS-5 or below employee currently working with the Air Force, OR eligible to apply as a military spouse assigned to a Formal Training Plan. This position is a developmental (GS-05 Target GS-11) position. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the GS-05. This position is covered by a formalized training program and pay retention of 150% of the maximum rate of the basic pay is authorized.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Examples of qualifying specialized experience include: experience that involved work measurement, simplification, and standardization; methods analysis and improvement; analysis and design of work center facilities and equipment; planning and control of industrial operations.

Successful completion of a full 4-year course of study leading to a bachelor's degree with major study or at least 24 semester hours in any combination of courses in engineering, technology, industrial management, industrial relations, public or business administration, mathematics, statistics, physical science, psychology, or vocational education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
GS-05 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-04, or equivalent in other pay systems defined as assisting in fact finding and aiding with program operations, performing administrative assignments, and assisting with identifying problems in work projects.

EDUCATION: Successful completion of 4-year course of study leading to a bachelor's degree with major study or at least 24 semester hours in any combination of courses in engineering, technology, industrial management, industrial relations, public or business administration, mathematics, statistics, physical science, psychology, or vocational education. Transcripts required at application.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience.
GS-07 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-05, or equivalent in other pay systems assisting as a planner information needed for assessment, assisting in forecasting depot maintenance workload hours and material needed to perform depot maintenance within the negotiated schedule. Assisting in workload hours estimation and formulation, labor standards development, Bill of Material input, work measurement studies, and planning.

EDUCATION: Successful completion of one full year of graduate education that is directly related to the work of the position.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience.
GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems providing information needed for less complex assessments, providing routine guidance in forecasting depot maintenance workload hours and material needed to perform depot maintenance within the negotiated schedule. Performing routine tasks involving workload hours estimation and formulation, labor standards development, Bill of Material input, work measurement studies, and planning.

EDUCATION: Successful completion of two full years of graduate education that is directly related to the work of the position.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience.
GS-11 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems serving as an independent planner for all resources planning and control through development of production processes, labor standards, methods time measurement (MTM) studies, and material standards; and applying technical competencies to perform complex assignments.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-04 level is required to meet the time-in-grade requirements for the GS-05 level. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of standard accepted industrial engineering practices to develop innovative approaches, methods, and procedures for efficient and economic processing of industrial, physical science, and metrology work processes, methods, materials and equipment.
Knowledge of safety and occupational health requirements as outlined in applicable standards. regulations, and/or technical orders.
Knowledge of the operations, services. needs. and goals of management and their program(s); the organizations studied or served; and related customers, functions, resources, and users.
Knowledge of current automation technology and practices sufficient to evaluate the effectiveness of its use and provide assistance to others.
Ability to read engineering and architectural plans and specifications; gather, analyze, and present data and support analyses such as manpower validation exercise; and contracting out studies; and research, analyze, interpret & apply rules, regulations, and procedures.
Ability to independently plan, coordinate, and organize work to identify problems and develop innovative solutions; communicate effectively and establish and maintain good working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
