The primary purpose of this position is to to serve as an Industrial Engineering Technician leader and insure the administrative and operational planning objectives of the section are achieved. Performs complex planning, control, design, analysis, improvement, and installation of integrated work systems in conjunction with the master Programmed Depot Maintenance (PDM).
Duties
Ensures the organization's strategic plan, mission, and values are communicated to team members and integrated into team's strategic goals, objectives, work plans and work products and services
Serve as coach facilitator and/or negotiator in coordinating team initiatives and in consensus building activities among team members
Monitors and reports on team status and progress of work checking on work progress and reviewing completed work to see that the supervisor's instructions or work priorities, methods, deadlines and quality have been met
Intercede with the supervisor on behalf of the team to inform the supervisor of performance management issues/problems and to recommend/request related actions such as assignments, promotions, tour of duty changes, peer reviews and performance appraisals

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support positions to include the Individual Occupational Requirements (IOR) for the GS-0895, Industrial Engineering Technical Series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Experience that involved measurements, simplification. and standardization
Methods analysis and improvement
Analysis and design of work center facilities and equipment
Planning and control of industrial operations
AND
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-, o11r equivalent in other pay systems. Examples of specialized experience includes Analyzing data to prepare correspondence and technical reports in accomplishing planning assignments. Preparing time phased plans, processes, or procedures for production operations and build labor standards to meet production schedules. Revising labor, material, equipment, facility, and material standards for work requirement documentation of aircraft workload and refinement. Develop Bills of Material and List of Materials to assist in acquiring material and equipment for logistics support. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of standard accepted industrial engineering practices to combine work measurement studies from a wide variety of sources into a comprehensive study; mechanics and construction maintenance and repack facility work processes and methods; and mathematics and statistical analysis techniques.
Knowledge of safety and occupational health requirements as outlined in applicable standards, regulations, and/or technical orders.
Knowledge of the operations, services, needs, and goals of management and their programs; the organizations studied or served; and related customers, functions, resources, and users.
Knowledge of current automation technology and practices sufficient to evaluate the effectiveness of its use and provide assistance to others.
Ability to read engineering and architectural plans and specifications; gather, analyze, and present data and supporting analysis such as manpower validation exercise and contracting out studies; and research, analyze, interpret and apply rules, regulations and procedures.
Ability to independently plan, coordinate and organize work to identify problems and develop innovative solutions; communicate effectively, both orally and in writing; and establish and maintain good working relationships.
Work Environment: The work involves moderate risks or discomforts that require special safety precautions when visiting work sites. May be required to wear personal protective equipment. Otherwise work is performed in an office setting.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
