The primary purpose of this position is to serve as a Logistics Requirements Development Process Industrial Engineering Technician (IET) and ensure that the administrative and operational objectives of the group are achieved. Performs complex planning, control, design, analysis, improvement, and installation of integrated work systems in conjunction with maintenance.

Duties

-Serves as Tactical and Strategic IET in support of the Logistics Requirements Development Process (LRDP) team. -Develops/revises standards including labor, material, equipment, and facilities for operations cards, labor, and material standards necessary for documentation of work requirements on program aircraft workload and subsequent analysis for refinement. -Determines the impact of proposed workload changes by planning acceleration or deceleration of production schedules. -Attends provisioning conferences for material and equipment.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support positions to include the Individual Occupational Requirements (IOR) for the GS-0895, Industrial Engineering Technical Series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Basic Experience that involved work measurement, simplification, and standardization; methods analysis and improvement; analysis and design of work center facilities and equipment; and planning and control of industrial operations. AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes providing leadership and support for all engineering projects and studies related to logistics requirements, related components and accessories, and oversee development of out-year, current, and short-term production planning and furnish guidance to subordinate employees. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of principles and practices of team building. Knowledge of standard accepted industrial engineering practices to combine work measurement studies from a wide variety of sources into a comprehensive study, mechanics and construction maintenance and repair facility work processes and methods, and mathematics and statistical analysis techniques. Knowledge of safety and occupational health requirements as outlined in applicable standards, regulations, and/or technical orders. Knowledge of the operations, services, needs, and goals of management and their program(s); the organizations studied or served; and related customers, functions, resources, and users. Knowledge of current automation technology and practices sufficient to evaluate the effectiveness of its use and provide assistance to others. Ability to plan, organize work, meet deadlines, and adjust work operations and program objectives to meet emergencies or changing programs within available resources and with minimum sacrifice and quality or quantity of work; ability to establish performance goals and assess progress toward their achievement and ability to communicate effectively, both orally and in writing. Ability to read engineering and architectural plans, and specifications; gather, analyze, and present data and supporting analyses such as manpower validation exercise and contracting out studies, and research, analyze, interpret and apply rules, regulations, and procedures. Ability to independently plan, coordinate, and organize work to identify problems and develops innovative solutions; communicate effectively, both orally and in writing, and establish and maintain good working relationships. WORK ENVIRONMENT: The work involves moderate risks or discomforts that require special safety precautions when visiting work sites. May be required to wear personal protective equipment. Otherwise, work is performed in an office setting. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
