Duties

This position is located within the Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), Associate Director for Administration, Technology Services Division, Information Security Branch in Sterling, VA. At the full performance level (GS-15) the major duties of this position include, but are not limited to the following: 1. Ensures confidentiality, integrity, and availability of systems, networks, and data through the planning, analysis, development, implementation, maintenance, and enhancement of information system security program policies, procedures, and tools within and across the enterprise. 2. ???????Reviews IT security programs to assess overall compliance with cybersecurity plans and policies, as well as their alignment with business requirements. 3. ???????Leads efforts to develop, implement, and manage long and short-term IT security plans in compliance with the bureau's security and IT strategic plan to ensure information security programs and procedures are aligned with the Department's IT security program. 4. ???????Participates in formal and informal management planning, policy, and decision- making sessions regarding legislative changes, technological improvements, and changes in Federal and non-federal policies and standards are followed during development, implementation, and maintenance of security programs. 5. ???????Through a staff of subordinates, manages the planning, direction, and execution of all organizational operations; and provides administrative and technical oversight to subordinate staff. BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Salary Information $163,964 (Step 1) - $191,900 (Step 10*) per annum. *First time hires to the Federal government normally start at the lower salary range of the grade level. This vacancy may be used to fill additional positions as vacancies become available.

Minimum Qualification Requirements: To qualify for this position, you must meet the (1) Basic Qualification Requirements AND (2) Specialized Experience for the series/grade to which you are applying. (1) Basic Qualification Requirements: Applicants applying for the GS-15 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND at least one year of specialized experience equivalent to the GS-14 level in the Federal service as described below: Attention to Detail - This skill is generally demonstrated by assignments where the applicant investigates and evaluates "state of the art" technology related to bureau requirements, seeking to drive innovation and efficiency into bureau processes. Customer Service - This skill is generally demonstrated by assignments where the applicant confers with users to determine requirements and evaluate the effectiveness of existing and proposed systems and/or applications based on those requirements. Oral Communication - This skill is generally demonstrated by assignments where the applicant cooperatively works with stakeholders to develop a mission-based course of action or to accept findings, recommendations, changes, or alternative viewpoints. Problem Solving - This skill is generally demonstrated by assignments where the applicant identifies issues and works with stakeholders to mitigate/remediate those issues taking into account technology and resource constraints. -AND- (2) Specialized Experience: To qualify for the GS-15, you must possess at least one full year of specialized experience equivalent to at least the GS-14 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Provide technical advice, counsel, and instruction on complex cybersecurity issues; 2. Manage projects involving information systems security assessment and accreditation, risk assessment, continuous monitoring, critical infrastructure protection coordination, incident and investigations management, and remediation management of a geographically dispersed and operationally diverse organization; 3. Participate in the collection and analysis of technical data associated with the agency cybersecurity programs, maintaining continued technical liaison with the appropriate staff elements throughout the organization; AND 4. Present data to an audit team, perform spot audits, defend compliance positions, or create plans and procedures designed to meet regulatory requirements.
