Duties
For GS - 9 The primary purpose of this position is: To serve as a command headquarters level program specialist, applying experience, to plan, organize, and determine necessary resources, budget, manpower, manning and procedures for the establishment and maintenance of certain assigned major command program(s) and related joint exercise tasks.
For GS - 11 The primary purpose of this position is: This is a developmental position with known promotion potential to the target position of 9SAR70342 (Exercise Program Specialist, GS-0301-11). Incumbent works closely with supervisor in performing duties identified in full performance personnel document.
Duties for GS 09/11
Programs for a range of complex constraints involved in the development of viable MAJCOM and Joint Exercise Programs.
Manages the integration of multi-disciplinary resources necessary to support exercise tasks and projects.
Provides subject matter expertise for the Division on all mandated administrative support programs.
Assists the Division in planning, administering, and monitoring manpower resource requirements.
Serves as the Division point of contact and liaison with the personnel flight on military and civilian personnel issues.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Miscellaneous Administration and Program Series 0301
SPECIALIZED EXPERIENCE:
GS - 9 Specialized Experience: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-7, or equivalent in other pay systems (may have been obtained in the federal service, military, or public sector). Examples of specialized experience includes
Knowledge and skill in applying analytical, evaluative, qualitative, and quantitative techniques for analyzing and measuring effectiveness, efficiency, and productivity of programs related MAJCOM and joint exercise programs. Skill and ability to apply automated data systems used to process Government Travel Card (GTC) program, Defense Travel System (DTS} administrator, Government Purchase Card (GPC) program, Automated Data Processing Equipment (ADPE) accounts, and civilian timecard program.

COMBINATION OF EXPERIENCE AND EDUCATION:
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-9 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
GS 9/11 KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of existing DoD, agency, and MAJCOM guidance and procedures related to coordinating command programs and joint exercise tasks.
Knowledge of Air Force and MAJCOM mission goals and objectives; the fiscal and physical resources, manpower, and scheduling constraints which impact readiness requirements; and the relationship of the various units and agencies involved in the execution of joint exercise tasks.
Knowledge of a range of analytical, qualitative, and/or quantitative methods to evaluate and measure the effectiveness and productivity of programs, and to participate in the planning and assessment of command programs and joint exercise tasks.
Knowledge of DoD and Air Force software programs, tools, and techniques to support Division and Exercise operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs.
Ability to gather, analyze and present facts, communicate effectively, using tact and courtesy and possess the ability to plan, organize work, and meet deadlines. Ability to communicate both orally and in writing, clearly and concisely and with technical and operational accuracy; negotiate complex issues; maintain good working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
