Duties
This position is for Student Intern (Law Clerk) under the Pathways Program in the office of a Commissioner. The position is for a student pursuing a law degree with an interest in international trade. As a Student Intern (Law Clerk) under the Pathways Program, you will be given an opportunity to gain knowledge, skills and abilities relevant to pursuing a successful career in the legal and international trade field. Interns complete their degree while gaining work experience.
This position is for up to 3 months and no less than 10 weeks. It is intended to coincide with students' summer break. Work schedules are full-time, but may be adjusted as necessary based on mutual agreement with your supervisor. This appointment does not confer permanent Federal status.
The Student Intern (Law Clerk) will assist staff counsel in their role as advisors to the Commissioner on all trade matters before the Commission, with an emphasis on research and writing and opportunities to attend hearings and other proceedings. Typical assignments include preparing hearing questions and memoranda, summarizing and evaluating the arguments and record in antidumping duty, countervailing duty and intellectual property investigations, reviewing draft opinions, economic studies and other written work product of Commission professionals, and researching and drafting memorandum on relevant legal issues.
The ideal candidate will have a demonstrated interest in international trade, be detail-oriented and comfortable working both independently and as part of a team, and have strong research, analytical, and writing skills.
You will be assigned to the Office of a Commissioner. Your work will typically be portions of larger studies or projects, in which you will conduct research, compile information, prepare documents, and provide input for presentations or detailed sections of memoranda or reports. As directed by the needs of the Commissioner or staff, you will perform legal research and draft routine memoranda or other documents, and perform other related work as needed. Due to the level of the organization that this position operates in, you will be required to keep confidences, and must be able to adjust to changes in direction and perform under pressure with continuity of effectiveness.

Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order to be credited towards qualifications. Applicants must have the general and specialized experience outlined below which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

BASIC REQUIREMENT
Be enrolled at an accredited law school and have completed at least one year of law school by the start date.
Be seeking a diploma, degree, or certificate; AND
Be in good academic standing and have a minimum cumulative GPA of 2.5
To qualify at the GS-7 level: Completion of 1 full academic year of graduate level education by the start date; or Eligibility under the Superior Academic Achievement Provision and completion of a bachelor's degree.
To qualify at the GS-9 level: Completion of 2 academic years of graduate level education by the start date; or Eligibility under the Superior Academic Achievement Provision and completion of a bachelor's degree.
COMBINING EDUCATION AND EXPERIENCE
To combine your experience and education, you must convert the figures to a percentage and add them together. The combined total percentages of your education and experience must equal at least 100% in order to qualify.
To calculate your percentage of undergraduate education, divide the number of undergraduate hours you've completed by 120. To calculate your percentage of graduate education, divide the number of graduate semester hours you've completed by 18. If your education is currently described in quarter hours, convert the quarter hours into semester hours by multiplying the quarter hours by the fraction 2/3. To determine your percentage of qualifying experience, you must divide your total number of months of qualifying experience by the required number of months of experience.
Finally, add your experience and education percentages. The two percentages must total at least 100% to be considered qualified.
Education
For proof of education, you are required to submit a copy of your transcript(s) or list of courses with credit hours, major(s), and grade-point average or class ranking. Education completed in foreign colleges or universities may be used to meet the education requirements, if it has been certified. It is your responsibility to provide such evidence when applying.
