About the Position: You will function as a Regulatory Specialist, with the Army Corps of Engineers, Nashville District, Regulatory Division, West Branch, located in Nashville, TN.

Duties

Evaluate applications for permits and modification of permits for activities or work in waters of the United States. Provide advice to potential applicants/permittees concerning regulatory requirements. Determine appropriate type of authorization for proposed projects. Perform field site review and prepare site evaluations to establish base environmental conditions including delineation of wetlands, characterization of the biological, physical, cultural and social phenomena present. Analyze the full range of public interest review (PIR) factors and any other factors which are revealed and bear on the decision to issue, modify or deny permits. Recommend issuance or denial of permits/modifications, or conditions for issuance, and prepares documentation of that process. Prepare jurisdictional determinations, including wetlands delineations, to determine extent of unauthorized activities. Develop or re-evaluate GPs and makes recommendations on the issuance or re-issuance of GPs, state programmatic general permits (SPGPs), or the incorporation of regional conditions on nationwide permits. Participate in special programmatic initiatives which may result from interagency coordination efforts, special task groups, directives from higher authority, or District management.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires Temporary Duty Travel (TDY) over 25% of the duty time.
  • This position requires a valid State motor vehicle operator's license prior to appointment and maintain the license for the duration of employment.
  • Work environments may also involve exposure to unfavorable conditions such as hostile wildlife; poisonous insects, plants, or snakes; dangerous chemicals, noise, fumes, and contaminated water.
  • Regular and recurrent exposure to rough terrain, adverse weather conditions or situations in which one is exposed to heavy earth moving equipment or unimproved roads that must be traversed.
  • The use of protective equipment such as hard hats, protective shoes, etc., may be required.
  • Regular and recurring physical exertion to field such as: hiking long distances, wading/crossing small headwater streams, repeated digging of soil pits, frequent stooping to sample vegetation, climbing steep inclines, and jumping over obstructions.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

OR Claiming Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in B above. Education

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent:
Must have 52 weeks at the GS-05 for the GS-07 grade level
Must have 52 weeks at the GS-07 for the GS-09 grade level
Must have 52 weeks at the GS-09 for the GS-11 grade level

Basic Education Requirement: Biologist, 0401:
Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. (Note: You must attach a copy of your transcripts.)

OR

Combination Education and Experience: Have a combination of education and experience which includes courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

Basic Education Requirement: Environmental Engineer, 0819
Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must:(1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET);

OR

(2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics; (Note: You must attach a copy of your transcripts.)

OR

Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
  • Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
  • Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico.
  • Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program.
Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
