This position is placed in the Operations and Integration Directorate (OI).

Duties

This position may be filled at either GG-12 or GG-13 grade level, please indicate the grade for which you want to be considered. Incumbent may be advanced non-competitively to the established target grade upon meeting developmental benchmarks, performance requirements, and other requirements, as applicable established for the career program or specifically for the incumbent. As an INTELLIGENCE OPERATIONS SPECIALIST (TSCM) you will be responsible for the following duties:

• Must be able to obtain and maintain a TOP SECRET/SCI security clearance.
• Must be a Graduate of National Level TSCM Training School.
• Must be DoDD 8570.01 compliance for TSCM Practitioners.
• Must have a minimum of 3-5-years of professional Technical Security (TSCM) experience in conducting US Government level technical surveillance countermeasures missions.
• Must consent to and pass pre-employment drug testing and be subject to periodic random drug testing thereafter.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, and will typically be demonstrated by working at, or immediately below the level of the job being advertised, for a year or more. The previous work experience must clearly demonstrate the application of the particular competencies/knowledge, skills, abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-12 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Experience with Technical Surveillance Countermeasures (TSCM) inspection process and policy in order to participate on interagency working groups in order to deter, detect, and neutralize technical threats against DTRA and DoD facilities. Experience with technical security countermeasures policy requirements as it pertains to multidisciplinary aspects of foreign intelligence and security services to resolve conflicts and to develop new applications of policy to meet the requirements of the intrusive on-site inspection process to accurately assess the threat. Experience with digital search and seizure procedures for evidence custody processes. Experience with communication skills to include executive briefings and writing skills, public speaking and negotiating to represent agency interests in dealing with other agencies and contractors. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-11 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Experience assisting with technical security countermeasures requirements established in legislation, executive orders, regulations, directives, and policy decisions as they relate to complex treaty protocols in order to perform key-decision making and program development responsibilities. Experience assisting with technical security countermeasures policy requirements as it pertains to multidisciplinary aspects of foreign intelligence and security services to resolve conflicts and to develop new applications of policy to meet the requirements of the intrusive on-site inspection process to accurately assess the threat poised to DTRA worldwide. Experience assisting with state-of-the art security equipment, procedures and technologies, including working knowledge of Technical Surveillance Countermeasures (TSCM) physical security, counterintelligence, and offensive technical operations doctrine and techniques in order to select equipment needed to support countermeasures activities. Experience assisting with computer systems, network architecture and wireless systems including cellular and Wi-Fi technology. Specifically you will be evaluated on the following competencies: 1.
