Please Note: Employees will be required to report to their assigned office location at least 2 day per week for non-supervisory positions and 3 days per week for supervisory/managerial positions unless the position advertised is designated as a remote-only position.
This position is the Director of Congressional Affairs in the Export Import Bank of the United States (EXIM), Office of Congressional and Intergovernmental Affairs, Congressional Affairs Unit (OCIA/CAU). This office and unit ensure effective and responsive Congressional relations, including monitoring, coordinating, and assisting in the management of EXIM's Congressional authorization, appropriations and other legislative matters directly affecting the agency.
The Director of Congressional Affairs works in close collaboration with the Senior Vice President (SVP) and Vice President OCIA on the development and implementation of strategic plans to ensure EXIM maintains the authority and independence needed to fulfill its mission.
Duties include, but are not limited to:
Serves as focal point of contact for all inquiries, requests for assistance and correspondence addressed to EXIM staff, the Chair, the Chief of Staff, and the Board of Directors related to varied subject matters and proposed legislations. Ensures accurate, timely, and professional communication with Congress. Oversees and leads incoming and outgoing Congressional correspondence at all stages. Drafts, coordinates, and clears written and oral testimony of agency officials before Congress.
Prepares relevant supporting documents and information regarding changes in the Bank's authorizing legislation, other legislation affecting the Bank, and the Bank's annual budget request to the House and Senate Appropriations Committees.
Prepares drafts of Administration amendments, formal bill reports, legislative specifications, testimony, and other briefing material used by the Chair and other internal and external senior officials.
Interprets the agency's policy positions, activities, and programs to members of Congress and their staff. Provides an in-depth analysis of problems and issues of interest to Congress and recommends appropriate action relating to EXIM's program, policies, and legislative concerns. Plays a key role in developing and implementing congressional affairs policies and programs.
Monitors and tracks congressional activities, developments, and views of appropriate governmental officials on major issues, proposals and problems that may affect the agency. Communicates those actions to the SVP and/or VP and works collaboratively with the SVP and/or VP, developing strategies to promote positive outcomes for the agency.
Maintains close working relationships and a current list of key Congressional staff contacts on committees relevant to the Bank's interests including, but not limited to, the House Financial Services Committee, the Senate Banking Committee, the House & Senate Appropriations Committees, and House & Senate leadership staff.

Qualifications
Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work):
GS-14: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-13 level in the Federal Government or other equivalent pay systems. Specialized experience includes:
Experience independently researching, analyzing, and drafting legislation; drafting legislative summaries; writing testimony and preparing senior officials to testify at Congressional hearings; drafting official correspondence;
Experience developing legislative plans with milestones and timetables, supporting the confirmation of presidentially appointed, Senate-confirmed positions;
Experience briefing Members of Congress or senior government officials on legislative and policy matters including, but not limited to, banking, financial services, trade, foreign relations, and appropriations; AND
Experience working with non-governmental stakeholders on legislative solutions to public policy issues.
Education cannot be substituted for experience at the GS-14 grade level.
