The primary purpose of this position is to serve as a Program Analyst Test Director in Air Force Operational Test and Evaluation Center (AFOTEC) Detachment 2 applying military rated aviator expertise in operational testing and evaluation (OT&E) for AF acquisitions, including Special Access Programs (SAP), undergoing operational testing in AFOTEC.

Duties

Provides subject matter/test expertise and guidance to AFOTEC test teams on issues concerning test concepts, test plans, test capability, modeling and simulation, funding resources, policy and guidance, and various other test related issues. Conducts test and evaluations to ensure systems under test are evaluated operationally in terms of effectiveness, suitability, and mission capability. Attends/executes/chairs test events, integrated test planning meetings, Joint Reliability and Maintainability Evaluation Team (JRMET), Discharge Review Board (DRB), core teams, critical design reviews, and any other meetings necessary to plan and execute an Initial Operational Test & Evaluation (IOT&E). Directs the solution of a wide variety of test resource novel problems encountered when developing and conducting executable test plans in support of Detachment test programs, to include Special Access Programs.

  • Incumbent must be able to acquire and retain a Top-Secret security clearance based on a single scope background investigation and remain eligible for access to Sensitive Compartmented Information.
  • A masters degree in a related area is highly desirable.
  • Travel by commercial and/or military aircraft may be required for the purpose of performing temporary duty.
  • This is a Testing Designated Position (TDP). The employee is subject to random drug testing and the requirements stipulated in this Air force Program as a condition of employment.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends and/or other holidays.
  • It is highly desired to have military aviator experience.
  • Knowledge of the acquisition system, including the operational requirements development process, the role of test and evaluation, and the impact of developmental initiatives.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge is required of AFOTEC regulatory programs, resource management and organization principles and practices including development of test plans, planning, programming, and budgeting regulations, contract management guidelines and procedures, test range facilities and capabilities plans, and operating program policies in order to effectively manage test program requirements. Knowledge is used to develop concepts, policies, and fundamental philosophies for conducting operational test programs. The incumbent must master advanced management and organizational principles and practices along with a comprehensive knowledge of planning, programming, and budgeting regulations, guidelines and processes, and thorough knowledge of the DoD acquisition processes to prepare long-range (5-year and out to 10 years) and short-range guidance. Develops resource (staffing and funding) guidance for subordinated activities and performs continuous appraisal of the utilization of HQ AFOTEC resources. The work requires ability to direct complex studies requiring application of advanced analytical and statistical methods and techniques. Knowledge of the acquisition system, including operational requirement development process, the role of test and evaluation, and the impact of reform initiatives. Knowledge of operational test and evaluation organization and structure, concepts, disciplines, principles, practices, and applicable code, regulations, policy, and issues. Knowledge of programming, planning, and budgeting system and contract and financial management controls. Knowledge of range instrumentation and analytical methods as they relate to OT&E data collection requirements. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of a broad range of analysis disciplines, concepts, principles, and practices involving such aspects as computer, electronics, or systems into an operational test environment. Expert knowledge of a broad range of test and evaluation disciplines, concepts, principles, and practices. Expert knowledge of operational test and evaluation organization and structure, concepts, principles, practices, and applicable code, regulations, policy, and issues. Expert knowledge of organizational concepts and principles and program management. Knowledge of test teamwork functions and requirements and ability to plan and organize the workload of the test teams and officer, enlisted, civilian, and contractor members. Knowledge of data instrumentation, computer software and hardware and analytical methods as they relate to the testing of military weapon systems, associated systems and subsystems to include air-to-air and air-to-ground. Knowledge of the acquisition system, including the operational requirements development process, the role of test and evaluation, and the impact of developmental, initiatives. Knowledge of officer, enlisted, and civilian personnel regulations, procedures, and practices. Skill in oral communication sufficient to present sensitive information/recommendations; explain the requirements of the directorate and gather and disseminate information for presentation. Skill in evaluating program technical and management actions relative to schedules, personnel requirements, and security levels of authorized program access. Ability to research. analyze, and interpret high-level guidance and regulations of general nature and determine their applicability and impact to the organization and its operations. Knowledge of procedures and options to obtain training for test team members to learn new systems that are involved in tests. Ability to interact and operate effectively in an environment consisting of personnel from diverse backgrounds, qualifications, and organizations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
