This position is a Grants Management Specialist, GS- 1109-5/7 working in Albuquerque, New Mexico for the R2-Wildlife and Sport Fish Restoration Program.
Duties
As a Grants Management Specialist your duties will include but are not limited to the following:
Training and development in the pre-award, award, post-award and close-out functions of the financial assistance program. Development in the Practices, procedures, principles, policies, and techniques of the Financial Assistance Program. Performs work assignments of a developmental and/or recurring nature designed to prepare the incumbent to assume the full range of higher-level duties.
Receives training under the guidance and direction of a higher-graded grants management specialist in the administration, modification and termination of financial assistance actions and budget analysis functions. Continues to develop skill in the techniques and procedures of pre-award and post-award activities such as budget analysis on both competitive and noncompetitive agreements.
Works under the guidance and direction of a higher-graded Grants Management Specialist and with program managers in developing either grants or cooperative agreements, ensuring the appropriate legal instrument is used. For cooperative agreements ensures that the authority, public purpose, and substantial involvement requirements are met. Ensures the appropriate level of legal review is conducted.
Uses desktop computer systems and Uses desktop computer systems and mandated automated software to create a variety of standardized documents. Employee should begin to master these systems including. Prepares correspondence and maintains data bases. May use database or spreadsheet software for standard reports. Is responsible for correct spelling and grammar, and for applying approved routing and clearance procedures. Ensures documentation prepared complies with regulation and policy, and that all required data entered is accurate. Ensures funding opportunities are posted on Grants.gov and award reporting is completed in the automated system.

Only experience and education obtained by 03/15/2024 will be considered.
In order to qualify for this position you must possess the Minimum Qualification.
Minimum Qualification [GS-05]
One year of specialized experience comparable in scope and responsibility equivalent to grade GS-04 in the Federal service. Examples of such experience are: Knowledge in working with Microsoft office suite, web based programs, business management systems, purchasing office supplies, personnel timekeeping system, property management, and travel management; Interacting with customers for the purpose of obtaining and exchanging information, ability to work in a team environment. OR
Completed four years of education above the high school level in any field, from an accredited college or university, for which high school graduation or the equivalent is the normal prerequisite. in the Federal service. OR
A combination of education and experience as described in 1 and 2 above which together equals 100% of the requirement
Minimum Qualification [GS-07]
One year of specialized experience equivalent to the GS-5 grade level in the Federal service. Examples of such experience are: Working with Microsoft Suite, Federal grant programs, business management systems including financial management, procurement, personnel timekeeping system, property management, and travel management; Interacting with customers for the purpose of obtaining and exchanging information, reviewing agreement status, coordinating actions with support offices, discussing terms and conditions of agreements, answering questions and providing assistance as a liaison with the awardee organization. OR
Completed 1 full year of graduate level education or meet Superior Academic Achievement - S.A.A. is based on: (1) class standing in the upper third of the graduating class, (2) grade-point average of 3.0 or higher out of a possible 4.0 as recorded on an official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final two curriculum years OR 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final two curriculum years, or (3) honor society membership as recognized by the Association of College Honor Societies. NOTE: To qualify under this option you must submit transcripts (official or unofficial) to verify your education. OR
A combination of education and experience as described in 1 and 2 above which together equals 100% of the requirement.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically,
i. Area of Consideration.
ii. Time-in-grade (TIG) requirements as specified in 5 CFR 300, Subpart F.
iii. Time after competitive appointment as specified in 5 CFR 330.502.
iv. Qualification requirements outlined in OPM's Qualifications Standards for General Schedule Positions or for Federal Wage System (FWS), wage grade positions, applicants are evaluated using the OPM Job Qualification System for Trades and Labor Occupations and the job element examining method

Education
PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.
PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.
GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
