The primary purpose of this position is to serve as a team leader over a group of recreation specialists and assistants, responsible for the full range of recreation services and activities assigned to Teen/Preteen Center, Nellis AFB Youth Center.
Duties
Plans, organizes, and directs the activities of the Teen/Preteen Center, ensuring that the Youth Programs complies with legal and regulatory requirements and meets customer needs.
Serves as a Team Leader over a group of recreation specialists and assistants.
Manages the Teen/Preteen Center.
Ensures a safe and healthy environment.
Represents the Youth Programs with a variety of installation and functional area organizations.

- Must be able to obtain and maintain current certification in first aid and CPR
- The employee must meet and maintain training requirements as outlined in applicable DoD and AF regulations
- The work requires the employee to drive a motor vehicle. An appropriate, valid driver’s license is required for the position; e.g., regularly drive passengers to community projects, field trips, Youth of the Year events, etc.
- May be subject to physical examination and immunizations IAW governing AFI’s and local policy requirements
- May be required to work an uncommon tour of duty, including weekends and holidays
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft

- (CONT'D) immediately report to their supervisor any incident that may invalidate their prior background checks and make them ineligible for contact with children/youth. Personnel will undergo a reverification every five years performed using (CONT'D)

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Recreation Specialist Series 0188
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of activities and services with the ability to competently and independently carry out continuing youth activities projects or programs through the proper application of the principles, concepts and techniques of youth programs to the specific needs of military youth.

EDUCATION: Must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL. B or J.D., if related. NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of youth development theory, methodology, and practices relating to physical, intellectual, social, and emotional development.
2. Knowledge of youth activities regulatory requirements, policies and practices.
3. Knowledge of budget, financial, and resource management practices and procedures in relation to meeting program objectives and goals. Ability to communicate effectively orally and in writing.
4. Skill in determining the qualifications and suitability of adults to work with youth.
5. Skill in compiling and composing both quantitative and narrative reports for a variety of agencies based on analyzing data and circumstances.
6. Ability to assess and measure customer-organizations' trends, concerns, and needs; assist in identifying and prioritizing goals; and provide guidance and direction for the development and implementation of effective plans and tools to address such issues.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
