This position is in the Criminal Section, Civil Rights Division, U. S. Department of Justice, Washington, D.C. The Civil Rights Division is primarily responsible for enforcing federal statutes and executive orders that prohibit, among other things, unlawful discrimination in voting, education, employment, housing, police services, public accommodations, and facilities, and federally funded and conducted programs.

You will serve as a Equal Opportunity Investigator. Duties include, but are not limited to:
Independently conducting and/or assisting with appropriate investigative steps, such as reviewing evidence; performing open-source investigation and research; and conducting interviews and drafting accompanying reports;
Providing technical guidance to federal prosecutors and agents in identifying the relevant digital evidence obtained from seized digital data or online sources, and suggesting avenues for further investigations relating to digital evidence relevant to potential federal criminal civil rights offenses;
When needed and requested by partners, serving as a computer forensics operative who can gather and analyze all types of digital evidence collected in highly sensitive, complex, and difficult criminal civil rights cases, and collaborating and coordinating with the various technical components of other law enforcement agencies to pursue forensic/digital investigative analysis, plan complex efforts to secure, preserve, analyze, and produce in discovery digital evidence verifying facts and evidence to confirm authenticity of documents and corroborate witness statements;
Drafting document and data requests to obtain relevant evidence;
Capturing and handling complex digital evidence, including reviews of computer and cell phone evidence using forensic software like Cellebrite, Forensic Tool Kit (FTK), and Magnet Axiom; and
In appropriate cases, utilizing Excel, Casemap, Access, and/or similar databases to organize complex information into timelines, spreadsheets, charts, summaries, and other documents that present complex and voluminous information in a clear, accurate, and logical format to permit full and complete analysis and that enables investigation teams to make assessments about appropriate investigative actions and charging decisions.
Qualifications
Specialized Experience Requirements
To qualify at the GS-12 grade level, candidates must have one (1) year of specialized experience equivalent to at least the GS-11 grade level in the Federal service or other pay system. Examples of specialized experience includes:
Working on investigations and/or prosecutions of federal criminal civil rights cases;
Conducting open-source investigations;
Interviewing and communicating with witnesses and people who have been marginalized or traumatized; and/or
Locating, collecting, and interpreting data and documents to discover federal criminal civil rights violations
To qualify at the GS-13 grade level, candidates must have one (1) year of specialized experience equivalent to at least the GS-12 grade level in the Federal service or other pay system. Examples of specialized experience includes:
Analyzing all types of digital evidence of any criminal, civil, intelligence or national security matter;
Working on investigations and/or prosecutions of federal criminal civil rights cases;
Conducting open-source investigations;
Interviewing and communicating with witnesses and people who have been marginalized or traumatized;
Locating, collecting and interpreting data and documents to discover federal criminal civil rights violations.

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants applying for a grade higher than the grade you currently hold, must provide an SF-50, which shows type of service appointment, tenure group, grade, and salary. Your SF-50 Form must also show the length of time you have been in your current/highest grade (examples of appropriate SF-50s include Promotions, Within Grade/Range Increases, and SF-50s over one year old). No award SF-50s will be accepted. Current Civil Rights Division employees are not required to submit an SF-50.
