This position is located in the Program Management Office (PMO), Project Portfolio Management Unit, for the Department of Veterans Affairs (VA) Electronic Health Record Modernization Integration Office (EHRM IO), within the Office of the Deputy Secretary of VA (DEPSECVA), where the incumbent serves as a Veterans Integrated Service Network (VISN) Implementation Manager.

Duties

Addresses complex issues related to the implementation and deployment of the new EHR system on behalf of the PMO. Provides leadership and direction to VISN implementation offices and manages site deployment leads and teams involved in the EHR solution deployment activities. Exercises complete programmatic and operational responsibility for all EHRM events, activities and efforts that occur on site during planning, testing, deployment and post deployment sustainment. Works collaboratively with various Chief Officers and key officials throughout the Veterans Health Administration (VHA) and VA as well as the DoD to ensure the accomplishment of VA and VHA's strategic initiatives, policies, and mission in the assigned area. Ensures integration with VA/DoD throughout EHR deployment, adoption, stabilization, and optimization efforts and ensures establishment and support of the EHRM requirements. Manages deployment communications with stakeholders. Management and oversight to successfully implement new EHR system, including engagement with VISNs, VAMCs, managing work processes, and representing PMO during executive level briefings. Promotion Potential: Position is at the full performance level. Work Schedule: Monday - Friday, 8:00am - 4:30pm Compressed/Flexible: Available at the discretion of the supervisor. Telework/Virtual: This position may be filled at the facility where the position is located (VA Central Office, Washington, DC) or in person - telework authorized (i.e., the employee may work at a VA facility or other VA-leased space other than the facility that is hiring the employee) and is authorized for telework up to 50%. VA supports the use of telework and filling virtually to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Telework eligibility and potential duty location may be discussed during the interview process. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/05/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Selective Placement Factor: This position includes a special qualification without which a candidate could not perform the duties of a position in a satisfactory manner. Selective factors are applied in addition to minimum qualifications. Applicants who do not meet a selective factor are ineligible for further consideration. Evidence of the Selective Placement Factor must be reflected in your resume. The Selective Placement Factor for this position: At least one year of management experience at GS-14 grade level providing oversight and supervision of an electronic health record (EHR) implementation program that includes overseeing all aspects of the mission, functions, projects, activities, laws, rules, and regulations within the program. This experience must have been successfully performed at a VISN and/or Veterans Affairs Medical Center (VAMC) and in collaboration with the National EHRM-IO Program Office. In addition to meeting the selective placement factor as described above, candidates must also meet the grade level requirements as outlined below. Specialized Experience Requirement: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-14) in the normal line of progression for the occupation in the organization. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Specialized experience includes Expert leadership experience directing offices and managing site deployment involving health records management system implementation at a regional level, including troubleshooting and addressing related complex issues. Experience exercising programmatic and operational responsibility for on-site health record management implementation efforts during planning, testing, deployment and post deployment sustainment. Advanced experience managing the deployment, adoption, stabilization, and optimization of health records systems. Professional experience managing and overseeing the implementation of new records management systems, including engagement and facilitating communications with leadership, key officials, and employees to ensure adherence to policies, strategic initiatives to support agency mission. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
