The primary purpose of this position is to serve as a Motor Vehicle Operator responsible for operating a Mobile Medical Unit (MMU) at VA Texas Valley Coastal Bend Health Care System (VATVCBHCS) locations within the Health Administration Service (HAS).

Duties

*** Bargaining Position *** Operates the Mobile Medical Unit (MMU), which requires knowledge of state and federal driving regulations and the ability to operate the motor vehicle safely in various road conditions and situations. Plans each route using maps to select the most efficient route for each trip. Valid CPR, BLS or appropriate resuscitation certificate to recognize various emergency medical situations, such as heart attacks, strokes, etc., to perform basic life support. Operates a variety of vehicles such as a stretcher van, 1-ton wheelchair van, passenger van or other like vehicles. Maintains vehicle maintenance and travel log to enter mileage, gasoline purchases, etc., and completes accident forms and forwards them to the supervisor when necessary. Picks up and delivers patients within the health care system (20 County area). Cleaning and sweeping the bus's interior area, maintaining the vehicle's exterior appearance, ensuring clean oil and lubricants, performing adjustments on power equipment, and cleaning and storing vehicle equipment. Performing setup and takedown of MMU stairs and pullouts and being knowledgeable and proficient in electrical plug-in and generator operations. Performs other duties as assigned. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/11/2024. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. (Please do not submit a copy of your license with your application package. You will be required to show your valid commercial driver's license at the time of your interview.) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The employee exerts physical effort in reaching, bending, turning, or moving hands, arms, feet, and legs to operate the vehicle's hand and foot controls; physical exertion and frequent stooping and bending. Perform manual operating of lift when necessary. Physical effort is required to stoop, bend, and climb to inspect a vehicle, to lift more than a sixty-pound tire/rim combination to change tires. Heavy lifting, 45 pounds and over; Heavy carrying, 45 pounds and over; Reaching above shoulder; Use of fingers; Both hands required; Walking (4 hours); Standing (4 hours); Repeated bending (4 hours); Climbing, use of legs and arms; Both legs required; Operation of crane, truck, tractor, or motor vehicle; Far vision correctable in one eye to 20/20 and to 20/40 in the other; Both eyes required; Depth perception; Hearing (aid may be permitted). Working Conditions: The employee operates vehicles in traffic and road conditions, including very congested urban traffic; interstate highways, city streets, county roads; rural unpaved roads; construction zones; and all weather types. Employee experiences a variety of working positions (e.g., stooping, bending). The incumbent is required to work indoors and outdoors, experiencing various weather conditions. The incumbent is exposed to heat, cold, dust, rain, etc. The employee is at risk of exposure to dirt, fumes, grease, and other physical elements when setting up and tearing down Mobile Medical Unit (MMU).
