This position is part of the Office of Intelligence and Counterintelligence, Department of Energy. As a Supervisory Intelligence Operations Specialist, you will be serve as the Division Director of the Department of Energy (DOE) Collection and Reporting Division, a recognized authority in coordinating, conducting, and overseeing all Departmental Human Intelligence (HUMINT), counterintelligence (CI), and Cyber Intelligence collection activities.
Duties
As a Supervisory Intelligence Operations Specialist, you will:
Supervise Department of Energy (DOE) Collection and Reporting Division staff in the functional administration of DOE Human Intelligence (HUMINT) collection and support activities.
Manage all DOE collection efforts throughout the DOE complex and sets the quantitative and qualitative standards for Counterintelligence and Human Intelligence personnel in the collection and dissemination of raw information.
Ensure Department of Energy (DOE) collection operations are conducted in accordance with all applicable Departmental, Intelligence Community (IC), and national regulations/laws.
Manage liaison relationships and contracts within DOE and the IC as the senior DOE collector to further DOE Counterintelligence, Human Intelligence, and Cyber Intelligence objectives and goals.
Set and maintain the standards of DOE intelligence collection tradecraft to protect sources and methods while promoting productive operations.
Requirements

- May be required to successfully complete a 1-year supervisory probationary period.
- This position has been designated as Special-Sensitive (High Risk) and requires a security clearance at the Q level. The incumbent is required to obtain and maintain this clearance; failure to do so may result in separation from federal service.
- In addition, the incumbent is required to obtain and maintain a Sensitive Compartmented Information (SCI) security clearance prior to entrance on duty; failure to do so may result in separation from federal service.
- The incumbent is required to complete an initial Counterintelligence (CI) evaluation and on a recurring basis, which may include a CI-scope polygraph examination.
- This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing thereafter. Failure to test or a positive result on random drug tests conducted after appointment may result in removal from Federal employment.
- This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period.
- Hiring incentives may be authorized for a highly qualified candidate based on budget availability and in accordance with federal regulations.
- This position is not included in a Bargaining Unit.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-14 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:
Assisting with intelligence research, analysis or production by utilizing all available sources to explain potentially malicious cyber behaviors or activities.
Assisting with strategic planning to identify mission objectives and define expected outcomes ensuring mission requirements are met.
Collaborating with leadership to contribute to the integration of field and headquarters collection and dissemination efforts.
Participating in briefings with senior leadership to convey ideas, facts, assessments, estimates, or projections of policy, programmatic, or operational needs relating to intelligence.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
