This position is located in the National Environmental Satellite, Data, and Information Service (NESDIS), Assistant Chief Information Officer (ACIO), with one vacancy, in Silver Spring, MD.

Duties
As an IT Specialist (SysAnalysis) within the office of the Assistant Chief Information Officer (ACIO),you will perform the following duties:
Applying analytical processes to the planning, design, and implementation of new and improved information systems.
Using systems analysis principles and methods to assist in identifying and specifying business requirements for new or enhanced systems; and develop basic system specifications.
Developing, deploying, and debugging cloud-based applications using best practices related to cloud architecture. Designs the cloud framework code, testing, and deploy process for new cloud features and for improving existing ones. Introduce new tools, plugins and services to cloud framework to help increase development speed.
Integrating new cloud service, including applications and infrastructure, into the organization's portfolio of cloud services. Defines the system landscape, identifying gaps between the current and desired end-states, and delivers cloud-based solutions. Collaborates with enterprise architects and cloud architects to ensure cloud services align to roadmaps and understands the effect on the organization's information architecture.
Note: The duties are at the full ZP-03 performance level and the ZP-02 is the developmental grade level leading to such performance.
Qualifications

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Specialized Experience
To qualify at the ZP-02 (GS-7) grade level:
Specialized Experience: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZP-01 (GS-6) in the Federal service. Specialized experience MUST include all of the following:
Experience with developing, deploying & debugging cloud applications.
Knowledge of key features of Cloud Service Providers.
AND
Attention to Detail - Is through when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; know about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sounds judgment to generate and evaluate alternatives, and to make recommendations.

Education: One full year of graduate level education.

SUPERIOR ACADEMIC ACHIEVEMENT: Demonstrated by a bachelor's degree from an accredited college or university with one of the following. A grade point average (GPA) of 2.9 or higher based on a 4.0 scale for all completed undergraduate courses, or those completed in the last 2 full years of undergraduate study; A GPA of 3.5 or higher based on a 4.0 scale for required courses completed in a major field of study, or those courses completed in a major field of study during the last two years of undergraduate study; Class standing of upper third of the graduating class in the college, university, or major subdivision of the college. Membership in a national Scholastic Honor Society certified by the Association of College honor Societies, excluding freshman honor societies
All academic degrees and coursework must be from accredited or pre-accredited institutions.
To qualify at the ZP-03 (GS-11) grade level:
Specialized Experience: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZP-02 (GS-7) in the Federal service. Specialized experience MUST include all of the following:
Experience with performing critical analysis and code reviews of cloud services.
Coordinate testing efforts to identify and resolve cloud integration issues.
Understanding of application lifecycle management.
AND
Attention to Detail - Is through when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; know about available products and services; is committed to providing quality products and services.

Graduate Education: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree. (NOTE: YOU MUST PROVIDE YOUR TRANSCRIPTS)
Education
College Transcript: If you are qualifying based on education, submit a copy of your college transcript that lists college courses detailing each course by the number and department (i.e., Bio 101, Math 210, etc.), course title, number of credit hours and grade earned. You must submit evidence that any education completed in a foreign institution is equivalent to U.S. education standards with your resume. If course content cannot be easily identified from the title of the course as listed on your transcript, you must submit an official course description from the college/university that reflects the content at the time the course was taken.
