This job is in the Bureau of Consular Affairs (CA), Consular Systems and Technology (CST), Service Strategy and Portfolio Management Division (SSPM). CST supports Department efforts through design, development, deployment, and maintenance of consular information technology systems, databases, and infrastructure. SSPM initiates, administers, and manages CST contracts and acquisitions.
Duties
Provides quality assurance in all phases of IT acquisition planning and execution.
Conducts audits and evaluations to ensure that IT solutions adhere to Architectural best practices.
Identifies strategic and technical risk that includes IT vulnerabilities and security threats.
Works with security teams to identify and mitigate hardware /software risks and vulnerabilities for single and multi- classification level Information Technology (IT) systems.
Reviews pre-award acquisition documentation, regulations, and policy guidance to ensure both compliance with FAR guidelines and quality reviews.
Requirements

- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience with evaluating proposals & quotes against technical and cost evaluation criteria.
Experience with leading teams of IT Program Managers, IT Specialists, and contractors.
Experience with contract administration and acquisition planning.
There is no substitute of education for specialized experience for the GS-14 position.
