This position is located in the Division of Infrastructure, Environment, and Private Sector (IEPS), Department of Compact Operations (DCO), Millennium Challenge Corporation. IEPS is responsible for the development and oversight of infrastructure investments, private sector development programs and partnerships, and the environmental and social performance of MCC projects. MCC uses a pay banded system to compensate employees. This position is pay band 2C which is generally equal to SES pay only.

Duties

The Managing Director (MD) is a member of the senior staff in the Department of Compact Operations reporting to the Deputy Vice President (DVP) of the Infrastructure, Environment and Private Sector Division. The MD is responsible for day to day management and administration of the IEPS Division and supports the DVP with oversight of the Division's Practice Units and project portfolio in support of the development and implementation of MCC-funded programs. As Managing Director you will: Support the DVP in establishing the vision, priorities and strategy for the division's Practice Units to support compact programs and establish MCC as a leader in those technical areas. Provide oversight of the Practice Leads & Senior Directors (PLSD) for Energy; Infrastructure; Environmental and Social Performance; and Finance, Investment, and Trade. Ensure quality control, consistency, accountability, and standards of practice across all technical disciplines. Ensure that the practice units within the Division collaborate with each other as well as with other DCO practice units and other MCC departments. Manage PLSDs setting priorities and ensuring the professional development and performance management (e.g. performance plans, appraisals, etc.) of their staff. Direct and manage the resolution of technical issues and conflicts, working in concert with managers across DCO divisions and other MCC departments as needed. Manage the Division's financial and human resources. Lead cross-cutting organizational initiatives (e.g., quality control, policy standards, business process development, etc.). Exercise technical and administrative supervision of subordinates ensuring a continuing affirmative application of MCC policies concerning equal opportunity. Performs related duties as assigned.

Qualifications

To qualify for pay band 2C applicants must meet the following: Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 3a (GS-15) or an equivalent level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position specialized experience includes: a) providing direction and oversight of large-scale infrastructure projects; b) leading and managing multi-disciplinary teams; c) knowledge of policies, procedures and best practices associated with the design and implementation of a broad array of international development projects; and, d) experience collaborating with staff of other USG and development assistance agencies, multilateral development institutions, private companies, and non-governmental organizations. Note: This experience MUST be well documented within your resume or application. Desirables: Experience engaging the private sector in the design and implementation of international development projects and programs. Knowledge of best practices and technical standards related to infrastructure investments - including those related to engineering, environmental and social performance and public-private-partnerships. Knowledge of systems and processes for developing and managing budgets. Excellent written and oral communication skills. French or Spanish language skills. You must have one year of Federal service equivalent to pay band 3A or GS-15 to be eligible for pay band 2C.
