This position is located in Department of Homeland Security, United States Coast Guard (USCG), Deputy Commandant for Mission Support, Security Policy and Management (DCMS-34), Security Center in Chesapeake, VA. 

Duties

The Senior Personnel Security Specialist position serves in the U.S. Coast Guard (USCG) Central Adjudications Facility (CAF) as an Adjudicative Team Lead and/or Training Lead.  Conducts personnel vetting adjudicative actions (trust determinations) for military, civilian personnel (including summer hires, interns/externs, volunteers, and Non-Appropriated Fund (NAF) employees), contractors, auxiliary and reserve personnel.  Also provides adjudicative training as required to ensure CAF personnel remain competent in their skillsets. Collaborates with DCMS-342 Personnel Vetting Program Management staff to support the alignment of Trusted Workforce 2.0 initiatives and DCMS-34 personnel vetting policy with adjudicative processing and procedures.

Requirements

  • U.S. Citizenship is required.
  • The applicant is subject to pre-appointment and random drug testing.
  • Males born after 12/31/1959 must be registered for Selective Service.
  • A final offer of employment is contingent upon a negative drug test result.
  • This position requires a Top Secret clearance.
  • A one year probationary period may be required.

Qualifications

GS-13: To qualify for the GS-13 applicants must have one year of specialized experience equivalent to the GS-12 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include: Experience adjudicating for national security eligibility, Homeland Security Presidential Directive-12 cases for CAC issuance, and/or making suitability/fitness determinations for applicants and agency employees; Experience serving as an Adjudicative Team Lead or subject matter expert regarding national security and suitability/fitness; Experience developing plans and procedures for personnel security operations and implementing national level guidance; Experience providing guidance, responding to, and recommending solutions to complex problems regarding Personnel Security and Suitability for Service. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
