This position as Spinal Cord Injury Disorders (SCI/D) Service Occupational Therapy Supervisor, hereafter referred to as "Rehab Therapy Supervisor," is located within the Spinal Cord Injury/Disorders (SCI/D) Center of the Rocky Mountain Regional (RMR) VA Medical Center (VAMC) in Aurora, Colorado, under the administrative oversight of the SCI/D Service's Rehab Therapy Line Care Manager and in a primarily autonomous capacity.
Duties
Major duties include, but are not limited to:
Role and Responsibilities
Sharing direct clinical oversight of SCI/D Rehab Therapy Section staff in settings of Inpatient, Outpatient, and Home Care.
Works in a supportive role and reports to the SCI/D Service's Rehab Therapy Line Care Manager.
Provides patient evaluations and treatment interventions for the Veteran population served by the SCI/D Center.
Works closely with SCI/D local, VISN, and National Representatives to ensure the SCI/D System of Care complies with VHA's Central Office directive 1176.
Serves as a rehabilitation services subject matter expert and is a representative on the leadership team for accreditation and site visits, including but not limited to Joint Commission, OIG, CARF, and PVA.
Works closely with the Prosthetics Department Leadership and Representatives in the prescription and ordering of DME and is responsible for assisting in the development of local and DME guidelines.
Provides timely access, efficient service, and seamless transition in care for all Veterans and active-duty personnel served by our medical center in the SCI/D System of Care through the development of coordinated services.
Serves as a point of contact and subject matter expert in areas of specialty to outside interest groups, such as the Paralyzed Veterans of America (PVA), Amyotrophic Lateral Sclerosis Association (ALSA), American Physical Therapy Association (APTA), and American Occupational Therapy Association (AOTA), while following Medical Center guidelines.
Assists the SCI/D Central Office through support of standardization initiatives and pilot projects.
Responsible for personal development to ensure current knowledge within position and profession and provides mentorship of staff.
Supervisory Controls
Directs staff in establishing protocols for the efficient and effective delivery of patient care within the complex SCI/D system that supports a highly integrated and specialized staff and diverse programming.
Provides for delivery of patient care in areas of expertise as required.
Provides direct patient care appropriate to the cognitive, emotional, and chronological maturation needs of the adult and/or geriatric patient, as well as tailoring rehabilitation or substitution interventions and services to meet the needs of the Veterans' specific spinal cord injury level or disease progression stage.
Assists as needed to augment staff during periods of increased workload or staff shortages.
Provides clinical supervision and administrative direction of the SCI/D rehabilitation staff (Physical Therapy, Occupational Therapy, Speech-Language Pathology, Recreation Therapy, and Rehabilitation Engineering).
Identifies problems that interfere with the delivery of services to beneficiaries, taking whatever measures necessary to ensure alignment of the SCI/D Center, RMR VA Medical Center, and VHA are accomplished.
Serves as a consultant to Medical Center staff, academic facilities, and specialty organizations in areas of expertise to include:
1. Competence appropriate to the age of the patient and related changes associated with aging.
2. Evaluations and treatment of patients in, but not limited to, the following areas: -Spinal Cord Injury: Paraplegia -Spinal Cord Injury: Tetraplegia -Multiple Sclerosis -Amyotrophic Lateral Sclerosis -Other "Disorders" of Neurologic Origin -Other secondary diagnoses, including but not limited to: TBI, Polytrauma, amputation, CVA, and orthopedic issues.

Qualifications
Basic Requirements:
Citizenship. Be a citizen of the United States.
English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed.
Education or Experience.
The individual must meet at least one of the following requirements below:
Bachelor's degree in occupational therapy and two (2) years of experience as an occupational therapist; NOTE: The baccalaureate degree must be from an approved program prior to the AOTA January 1, 2005 decision that the Accreditation Council for Occupational Therapy Education (ACOTE) would only accredit master or doctoral degree programs in occupational therapy. OR
Bachelor's degree in occupational therapy and two (2) full years of graduate education in a related field; NOTE: The baccalaureate degree must be from an approved program prior to the AOTA January 1, 2005 decision that ACOTE would only accredit master or doctoral degree programs in occupational therapy. OR
Master's Degree or higher in occupational therapy.
Individuals must be a graduate of a degree program in occupational therapy approved by the ACOTE or predecessor organizations. This is inclusive of an internship (supervised fieldwork experience required by the educational institution). ACOTE is the only accreditation agency recognized by the United States Department of Education and the Council for Higher Education Accreditation. Certification. Candidates must possess a current NBCOT certification as an OT.
Licensure. Individuals hold a full, current, and unrestricted license to practice physical therapy in a State, Territory or Commonwealth of the United States, or in the District of Columbia.
Loss of Credential. An employee in this occupation who fails to maintain the required state or territorial licensure and the NBCOT certification, both current and in good standing, must be removed from the occupation, which may result in termination of employment.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
Ability to balance multiple responsibilities, set priorities, delegate tasks, meet multiple deadlines, analyze organizational problems, and develop and implement effective solutions.
Ability to analyze organizational and operational problems to develop and implement solutions that result in efficient operations and use data effectively to manage workload, quality performance, and productivity within the service.
Skill in dealing with employees, team leaders, and managers to include conflict resolution.
Ability to utilize evidence-based practices and clinical practice guidelines in a professional area and to guide the staff in applying these tools.

GS-13 Grade Determinations:
Education, Experience, and Licensure. In addition to meeting the basic requirements, one year of progressively complex experience equivalent to the GS-12 grade level and directly related to the position being filled and one of the following:
A minimum of 2,000 hours of clinical practice directly in the advanced practice area. This time must be within the past five years;
Certification in an area recognized by the AOTA;
Completion of a fellowship/residency or advanced degree program in the advanced practice area; or
An additional advanced degree in a related field.
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
Knowledge of contemporary occupational therapy across multiple areas of practice,
Ability to provide clinical guidance in the advanced practice area to other OT practitioners.
Knowledge of advanced specialized evaluation, interventions and services to independently develop treatment strategies for area of specialization.
Skill in developing protocols and procedures for intervention programs based on current occupational therapy theory, recent research, and practice.
Ability to provide consultation to other health care practitioners and outside groups about occupational therapy scope of practice for area of specialization.
Ability to implement, revise/update evidence based occupational therapy services and programming in area of specialization.
Assignment. Clinical OT specialists at this grade level serve as subject matter experts and as consultants to occupational therapists and other medical center staff in evaluating and treating patients in the areas of occupational therapy that are beyond the general practice of occupational therapy. This individual must demonstrate skills and techniques for a specific patient population that has highly complex occupational and/or psychosocial impairments. Clinical OT specialist may initiate, lead, and support research projects related to clinical needs. This may include grant writing, guiding others in the process, and direct clinical participation in research.
Preferred Experience: Preferred experience of at least 3 years of program management or leadership position, at least 3 years of SCI/D patient population experience, at least 3 years of interdisciplinary collaboration, and strong knowledge of inpatient standards for Commission on Accreditation of Rehabilitation Facilities (CARF) Accreditation.

Physical Requirements: Occupational Therapy is considered a vocation that requires "medium" strength according to the Department of Labor. Medium work entails exerting 20-50 pounds of force occasionally, and/or 10-25 pounds of force frequently, and/or greater than negligible up to 10 pounds of force constantly to move objects. Occupational Therapy requires good manual dexterity to manipulate tools and equipment with activities such as:
Operating all aspects of a computer-keyboarding, mouse, and control buttons.
Demonstrating the use of all aspects of adaptive equipment of patient teaching.
Assembling equipment with the use of hand tools such as a screwdriver or pliers.
Fabricating splints or adaptive equipment requiring the use of scissors, cutting tools, and ability to mold plastic, foam, or plaster.
