The National Counterterrorism Center (NCTC) leads the nation's effort to protect the United States from terrorism by integrating, analyzing and sharing information to drive whole-of-government action and achieve our national CT objectives.

Led efforts to drive the development of the workforce of the future, respond to Climate Survey feedback, and ensure NCTC's workforce is supported across a wide range of Talent Management and Human Capital efforts. Lead human capital projects, programs, and initiatives to recruit, hire, retain, and recognize and reward a diverse, highly skilled workforce ready to meet the current and evolving CT mission. Drive efforts to implement ODNI Promotion processes and Career Path initiatives, including supporting and attracting JDAs, position and talent planning, establishing career paths, investing in training and development, working with NCTC Chiefs of Staff and identifying ways to clearly communicate strategic efforts to the NCTC workforce. Implement strategic workforce planning and FTE management to ensure appropriate staffing levels for mission success. Advise NCTC leadership on a range of talent development efforts in support of NCTC's Strategy Cascade and Climate Survey Implementation Plan and ensure that the programs are aligned with and directly support the IC's, ODNI's, and NCTC's strategic mission objectives. Lead and oversee performance management activities for the NCTC workforce, including but not limited to tracking creation of performance objectives, completion of PERs and MFRs, and managing of NCTC's competitive and non-competitive promotion boards, in coordination with DNI/HRM. Lead and oversee support for ODNI/NCTC cadre officers on rotation outside NCTC (e.g. detailees, assignees, LWOP, and CLOP participants) to ensure they remain connected to the Center, stay updated on talent management processes and timelines, and ensure they are engaged in the reintegration process; plan, manage and serve as the Executive Secretary for the NCTC Reintegration Board. Implement and lead a Talent Management COI to share information and increase transparency and understanding, of talent management initiatives, awards, recruitment and Hiring programs Serve as the Center's main point of contact regarding the full range of human capital issues, including but not limited to performance management, HR operations, FTE management, strategic workforce planning, and ODNI HR policies and processes. Support and maintain a diverse and inclusive environment focused on open communication, teamwork, quality, and customer service. Cultivate and maintain productive working relationships with IC HC leadership, colleagues, HR experts, ODNI HRM, NCTC senior leadership, NCTC Chiefs of Staff, and the NCTC workforce. Support briefings to senior IC officials and other major stakeholders' collaboration progress, issues and challenges; Plan, develop, and present written and oral briefings on significant HC issues; tailor and align written products and oral briefings with overall IC mission objectives and individual member needs. Lead assessments to leverage best practices and lessons learned. Guide and monitor the governance structures to ensure decisions are made through the appropriate and disputes are resolved expeditiously. Other duties as assigned.

Mandatory Requirements: Demonstrated leadership skills and ability to lead interagency working groups, build coalitions with IC elements to achieve common goals. Demonstrated ability to design and implement integration strategies for initiatives and programs, including the demonstrated ability to manage human, financial, and information resources. Demonstrated analytical and critical thinking skills, including the demonstrated ability to think strategically, identify needs and requirements, develop recommendations, and evaluate outcomes against goals and objectives. Demonstrated ability to manage strategic and tactical level topics and develop innovative recommendations and solutions for improvement. Demonstrated interpersonal skills and superior ability to work effectively in both independent and in a team or collaborative environment. Demonstrated oral and written communication skills, including demonstrated ability to draft and edit written reports of varying length and complexity, and to communicate effectively with audiences of varying seniority and expertise. Demonstrated ability to provide advice and guidance to upper management on policy, administrative management issues and mission critical programs and activities. Demonstrated ability to assess, clarify, and convey understanding of others' ideas, comments, and questions as well as integrate and build upon diverse opinions in a manner that encourages the formation of integrated solutions and positions. Demonstrated ability to lead by example and exemplify ODNI core values of Excellence, Courage, Respect, and Integrity. Demonstrated ability to foster trust with NCTC colleagues, partners, and stakeholders across ODNI who contribute the HR support functions. 2 years of experience in the IC and knowledge in one or more of the following functions: HR operations; FTE/billet management; strategic workforce planning; performance management; recruiting & hiring; onboarding; awards & recognitions.
