The selectee for this Supervisory Management Analyst position will serve as a supervisor over Legal Administrative Specialists (Contact Representatives) and the administrative support staff and will provide management and program analysis support to management in the Enrollment Eligibility Division as well as, other divisions in the Health Eligibility Center (HEC).
Duties
Major Duties Include (but are not limited to): Performs administrative and Human Resource management functions relative to the staff supervised;Determines educational and training needs for the assigned unit and ensures that the proper resources and training are provided to the unit employees; Analyzes reports and works together with staff to recommend alternate methods of work; Conducts audits of program procedures to identify methods of increasing the efficiency of the program while achieving program goals; Develops statistical and narrative data to justify work unit adjustments or position restructuring as a more productive or efficient use of personnel resources; Plans, develops, and conducts internal review studies of related agency functions of substantial technical complexity; Performs special studies and program audits to assess the effectiveness and efficiency of the program and develops technical data and management tools to present the results of these reviews; Provides proactive technical and administrative direction to unit employees; and Interviews candidates for positions in the unit, recommends approval or rejection for actions on appointments, promotions, or reassignments, as well as, awards and disciplinary actions.
Promotion Potential: This GS-12 position is being announced at the full performance level.
Work Schedule: M-F, 8 hour shift between 7AM-5PM (TBD by Supervisor)
Position Location: This position is physically located onsite in Atlanta, Georgia.
Please Note: The selectee will be physically reporting onsite in Atlanta, Georgia and employee must reside within 50 miles of a VA Medical Center or Member Services Location in Atlanta, Georgia.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/05/2024.
Time-In-Grade Requirement (GS-12): Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For this GS-12 position, you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below.
Specialized Experience (GS-12): You must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization.
Examples of Specialized Experience include (but are not limited to):
1) Demonstrates a quality leadership style in a manner conducive to an environment of continuous quality improvement
2) Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirement of assignments, and the capabilities of employees
3) Develops, analyzes, evaluates, makes recommendations, and/or decisions regarding work methods, organizational structure, or procedures that promote efficiency
4) Assesses program compliance and proposes significant changes to work practices with potentially major impact on the agency programs

7) Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher level supervisor or manager

Physical Requirements: The work is basically sedentary, although some slight physical effort may be required. The work may require occasional travel.
