The primary purpose of this position is to serve as the single point USAF program manager for all Aircrew Training activities. Headquarters Air Force point of contact for all formal aircrew training requirements, capacity, capability, and allocations. Duties

Support HAF/A3 priorities by analyzing aircrew production, training, absorption, and retention of rated manning positions. Applies Air Force military aviator expertise by performing a broad range of highly complex qualitative and quantitative analyses of programs, policies, and issues having major impact on national deterrence policy in the development of long-range plans such as war mobilization and similar operations or contingency plans. Supports HAF/A3 priorities by improving how the Air Staff measures, reports, and validates aircrew readiness. Draws on a comprehensive understanding of aircrew management and its effects on warfighting capability and readiness, provides timely inputs to improve and enhance wartime readiness and combat capabilities of aircrews. Supports CSAF role by providing military advice for the JCS, OSD, Congress and Air Staff. Prepares position papers and presents high-level briefings on issues pertaining to aircrew management. Hosts meetings with JCS, OSD and Congress representatives to discuss/resolve controversial operational and planning concepts and other issues of common interest. Maintains a continuous liaison with other Air Staff, FOA counterparts and DoD officers to ensure that planning is consistent and integrated through the defense community.   • (CONT) Position may include additional program security requirements to fully perform the duties and responsibilities. If so, incumbent must be willing to submit to a Counterintelligence Polygraph and mandatory drug testing.
  • Assignment may also include responsibility for developing guidelines for use by aircrew management and training specialists at same or lower levels within the Air Force.
  • The employee uses initiative, extensive experience, and a broad knowledge of air operations principles and practices to develop new methods and recommend changes to existing policies.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Standards for Administrative and Management Position; Management and Program Analysis Series 0343 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes: Individual represents CSAF, the Deputy Chief of Staff of Operations during the Military Aircrew Training and Prioritization Process; provides detailed analysis of operations and training forecasts and execution histories from several highly technical, general purpose and strategic programs to identify trends, anomalies, potential shortfalls, and excesses. Analyzes data, advises, and briefs Deputy Chief of Staff Operations and directorates on analysis results and recommendations. Mastery of advanced management and organizational principles and practices, guidelines and processes, thorough knowledge of the USAF recruiting, aircrew training and manning policies and practices. Develops resources (staffing and funding) guidance for subordinate activities and performs continuous appraisal of the utilization of command resources in accomplishing program objectives and goals. Includes the ability to direct complex studies requiring the application of advanced analytical and statistical methods and techniques. Knowledge of fundamental tenets of operational training and aircrew management. Studies and analysis are of such scope that they routinely require the coordination of a multi-functional team effort. Project includes development of new approaches to identifying workload factors and performance quality levels and determines accurate measurement techniques. Mastery of a wide range of qualitative and/or quantitative methods for the assessment and improvement of Air Force level plans and procedures such as war, mobilization, deployment, and similar operation; and to evaluate MAJCOM and Air Staff responses to plans and studies. Knowledge of Air Force program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Knowledge of the relationship of the various Air Force entities involved in overall planning and execution of operations and training. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Mastery knowledge in air operations, aircrew management, and flying training programs, planning, and policies. 2. Knowledge of analytical methods and analysis involving air operations, training administration, policy, and planning. 3. Knowledge and ability to communicate orally and through presentations of military command structure, missions, programs, and organizational relationships for Air Force Senior Leaders. 4. Knowledge of Air Force management, organizational principles and practices and their interaction with the planning, programming, and budgeting process. 5. Knowledge of the relationships of the various Air Force, Joint, and DoD entities involved in overall planning and execution of military operations and evaluations to include contingency operations. 6. Skill in using Microsoft Office Suite Applications and other data systems applications used to perform program updates, program analysis, and reports generation. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
