Duties

WHAT IS THE CL - COMMUNICATION AND LIASION A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Communications and Liaison, Office of Communications, Visual Education and Communications Branch The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Plans and manages all production aspects of major live broadcasts and major dramatic features and tapes on a variety of technological themes. Collaborates in all planning sessions with clients and subject-matter consultants as experts in the creative use of audiovisual images and devises to communicate ideas. Conceptualizes the broad approach of productions and works with scriptwriters to develop outlines and scripts with specific stylistic and narrative elements. Selects performers, both professional and non-professional, to perform the required roles. Advises on the artistic, photographic and instructional suitability of titles, artwork and all other visual materials. Makes difficult logistical arrangements, such as assembling dozens of cast members and scheduling recording sessions in public places. Selects music and coordinates other audiovisual materials such as pre-recorded video and audio portions, slides, still photos and special effects. Approves sound quality and insures that set and lighting changes are pre-set and that cues are arranged for the entire production crew. Administers multiple contracts for production crew, professional actors and state-of-the-art editing services. Designs video production sets if needed. Determines camera positions and lighting design.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-11 You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position. This includes work directly connected with the production aspects of the field(s) of the position to be filled. Specialized experience includes: Experience with assisting in activities such as operating professional broadcast quality audiovisual production equipment (i.e., video cameras, audio mix boards, microphones, lighting equipment, teleprompter, etc.); Experience managing audiovisual productions from initiation to completion including estimating timelines, and production schedules. Experience in applying video editing techniques, using professional editing software and importing, exporting and compressing digital media files; Experience communicating effectively with contractors and customers regarding video production. OR You may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree in one of the following related major studies: photography, radio or television production, motion picture production, or other fields related to the position. OR 3 full years of progressively higher-level graduate education leading to such a degree, if related OR LL.M., if related. SPECIALIZED EXPERIENCE: GS-12 You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position. This includes work directly connected with the production aspects of the field(s) of the position to be filled. Specialized experience includes: Experience with activities such as operating professional broadcast quality audiovisual production equipment (i.e., video cameras, audio mix boards, microphones, lighting equipment, teleprompter, etc.); Experience assisting/managing multiple audiovisual productions from initiation to completion including creating project plans, timelines, production schedules and estimating budgets. Experience in applying video editing techniques, using professional editing software and importing, exporting and compressing digital media files.; Experience in assisting with directing/coaching on-camera talent; Experience communicating effectively with contractors and customers regarding video production. SPECIALIZED EXPERIENCE GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position. This includes work directly connected with the production aspects of the field(s) of the position to be filled. Specialized experience includes: Experience with activities such as operating professional broadcast quality audiovisual production equipment (i.e., video cameras, audio mix boards, microphones, lighting equipment, teleprompter, etc.); Experience managing multiple audiovisual productions from initiation to completion including creating project plans, timelines, budgets and production schedules. Experience in applying video editing techniques, using professional editing software and importing, exporting and compressing digital media files.; Experience directing/coaching on-camera talent; Experience communicating effectively with contractors and customers regarding all phases of video production.
