THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION THAT REQUIRES MILITARY MEMBERSHIP. This National Guard position is for a TRAINING TECHNICIAN, Position Description Number PDD2405000 and is part of the Mississippi Air National Guard.

Duties

As a TRAINING TECHNICIAN, GS-1702-9, you will evaluate and manage the training and education program on behalf of the ANG (e.g., Mission Support Group, Operations Group, Flying Training Group, Fighter Group, Bomb Group, Cyber Operations Group) and its subordinate units. The role of this Group Training Manager (GTM) is to function as the Group Commander's key staff member responsible for overall oversight and management of the training and educational program. MAJOR DUTIES: 1. Plans, organizes, leads and controls the Group and subordinate unit training program to ensure combat readiness. Reviews the training of all personnel and determines method to accomplish training to include Formal Training Schools, Career Development Course (CDC), Professional Military Education (PME), Air Force Testing and On the Job (OJT) programs. Evaluates training for unit members and tracks progress via automated training records system and other tools. Coordinates actions with UTMs, supervisors, and higher headquarters training functions at the Wing, NAF, and MAJCOM level, as appropriate. Advises the Group Commander on the execution of unit training and advises UTMs, supervisors or managers within units when actions may affect productivity or mission. 2. Serves as focal point for all Career Development Course (CDC) waivers, reenrollment requests and two-time CDC failures for the Group and subordinate units. Provides guidance and oversight on waivers from assigned units to include: 3, 5 and 7 Skill Level technical school waivers, Time-in-Training waivers, CDC waivers, CDC reenrollments as well as two time CDC failures. Acts as the liaison between the group, units and the Force Support Squadron for all reenrollment and waiver requests. Evaluates packages for completeness and ensures accuracy and compliance with Higher Headquarters directives and applicable laws. Ensures eligibility for reenrollment. Provides reenrollment recommendation to Host Wing/Based Education and Training OPR for approval/disapproval based on all requirements being met. 3. Administers Education, Training and Distance Learning Programs. Manages the enlisted training programs for the Group and advises unit training managers with subordinate units. Researches, interprets, analyzes, and applies DoD, AF, and ANG policies, instructions and guidance by establishing and implementing training plans, policies and procedures. Plans, develops, and promotes effective utilization of media resources (examples: multimedia and distance learning). Ensures application procedures for officer and enlisted residence Developmental Education (DE) are complete and in accordance with prescribing directives. Responsible for the management of military and civilian formal school programs. Administers the "Air Force Training Course" (AFTC). Responsible to train personnel to instruct the AFTC as required. Advises in the coordination of wartime training requirements; guides OPRs in incorporating training into Group and/or unit exercises as required. 4. Responsible for overall management of OJT program for the Group and oversight of subordinate unit's OJT program. Conducts Staff Assistance Visits (SAV) and identifies root cause of deficiencies and recommends corrective actions for process improvements. Implements and manages training programs, policies and procedures as directed by Host Wing/Base Education and Training Office or higher headquarters where no Wing/Base Education and Training Office exists. Familiarize Group staff with training concepts, scope, methods and procedures. Coordinates and disseminates training policy and program changes to supervisors and trainers. Advises Group staff and training activities with developing training programs, and recommends cost-effective methods to meet qualification and skill level upgrade requirements. 5. Manages the development of education and training instructional products. Selects instructional methods that involve the development of lesson plans, task breakdowns, equipment requirements, and instructional aids when teaching the AFTC, automated training record system, and Training Business Area (TBA). Schedules and conducts formal classroom instruction during the work-week. Develops educational and training objectives and measurement devices. Plans, organizes, and coordinates operations of the Advance Distributed Learning, and multimedia education and training programs 6. Monitors the overall accuracy and reliability of all data entered into and maintained in Personnel Data System (PDS). Collects, analyzes and monitors the overall accuracy and reliability of all training and education data entered into and maintained in automated system. Reviews transaction registers, automated products, RCCPDS error listing and purges to correct and identify errors for corrective action. Advises the commander, director of staff and/or directors of adverse trends and corrective action. 6. Performs other duties as assigned.

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. MILITARY MEMBERS WITH BONUSES: Upon acceptance of a military technician position military members who are currently receiving a military Reenlistment/Extension Bonus (REB) or GI Bill-SR Kicker may lose incentive eligibility and may be subject to termination or suspension of incentive (includes indefinite and temporary technicians on assignment for more than 180 days in any continuous 12-month period). GENERAL EXPERIENCE: All series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. Must have the education and validated understanding of the basic principles and concepts of the occupational series and grade. Experiences, education, or training that demonstrated the ability to follow directions, read, understand, and retain instructions, regulations, and procedures that otherwise demonstrates the ability to perform or learn to perform the duties of the position. SPECIALIZED EXPERIENCE: Must have at least 24 months experience that demonstrated the particular knowledge, skills, and abilities (Competencies/KSAs) to successfully perform the duties of the position. Basic knowledge of Air Force vision, values, organization, policy, and mission is mandatory. Some knowledge in training centers, training programs, schools, and units. Have some experiences in conducting or developing education and training programs. Also, have some experiences conducting, supervising, or developing education or training programs. Basic understanding in the Air Force education and training policy requirements. Some experiences in working programs to include developmental education, voluntary education, advanced academic education, promotion testing, and libraries. Knowledge is necessary of audio-visual presentation, educational tests and measurements, and instructing techniques. Knowledge of Air Force education and training programs in regard to their principles, and procedures. Limited experiences in performing interviews and counseling techniques; training techniques and instruction methods; task analysis procedures, learning processes, curriculum development, training evaluations, and education and training systems and products; effective writing skills; editing practices; instructional media application, training reporting, program and curriculum validation, and implementation procedures. Experiences in scheduling training events and facilities; supporting assistance visits and training meetings; or, assisting in work center and individual job qualification standard development; education institution registration requirements; and military personnel classification system and policies. Basic capabilities in communicative interpersonal skill applications and distance learning concepts. Experienced in effective communications. Have some capabilities and experiences in presenting professional courses and briefings; and near proficient capabilities in writing reports and records. Some experiences as a participant and presenter during training and military or civilian conference events. Army National Guard Enlisted Technicians - High school or general equivalent degree is mandatory. An under-graduate degree from an accredited college/university is optimum.
